- Background The Defense Threat Reduction Agency (DTRA), Research and Development, Chemical and Biological Technologies, J9CB, is conducting market research in an effort to identify all potential sources with the capabilities to provide scientific Research Associate recruitment and related management services to effectively administer a Research Postdoctoral Program on behalf of DTRA and the Chemical and Biological Defense Program (CBDP). Program Description The Research Postdoctoral Program will offer opportunities to highly talented doctoral scientists and engineers who serve as guests at Department of Defense (DOD) Service laboratories performing research on problems that are compatible with the goals and interests of DTRA J9CB. The Program will contribute to the general research effort of participant DOD Service laboratories and DTRA J9CB-affiliated venues, and advance the recruitment and development of talented, new scientists and engineers to revitalize the workforce executing CBD-related research in DOD Service laboratories. Capabilities Sought The Respondent shall communicate its capabilities to provide overall administration services as outlined in this document for the successful conduct of a post-doctoral and senior scientific Research Postdoctoral Program for DTRA CB, with particular focus on the ability to manage the recruitment and selection process and stipend and benefits distribution process and attract research scientists of the highest caliber. Specifically, the Respondent shall describe its capabilities to: a. Develop, maintain and update a database of DOD Service laboratory-submitted Research Opportunities and make these opportunities available to research and academic communities at large. Reseach Opportunities must be searchable by potential applicants using criteria of agency, DOD Service laboratory research adviser name or keywords at a minimum and annual call for updates to the Research Opportunities will be made to DOD Service laboratory Research Advisers; b. Recruit the brightest and most talented scientists and engineers to conduct research in DOD Service laboratories; c. Provide free and open application information and all necessary application forms to the academic and research communities; d. Recruit renowned scientists in disciplines directly related to DTRA CB's research and convene panels of reviewers with expertise specific enough to evaluate the current applicants and research proposals; collate review panels results; e. Provide full research award and detailed program information as well as all necessary forms to accepted associates; f. Pay stipends and advances for stipend and travel, reimburse travel expenses, and offer health insurance to associates and dependents; g. Conduct staff visits to DOD and DTRA-affiliated venues hosting Associates for the purpose of meeting with Associates, Advisers, and laboratory management to learn of their on-going research, provide up-to-date information on aspects of the program, and discuss issues or plans for the program; Response Instructions Respondents shall address the information described above (and any additional information the respondent shall deem appropriate) via a Capabilities Statement (five-page limit) in Microsoft Word format. A rough order of magnitude (ROM) cost estimate for the services outlined above over a five-year period shall be provided. In addition, respondents shall include their name, address, CAGE code, and DUNS, and submit company size standard under the suggested NAICS code. The information shall be submitted via e-mail to neil.s.jensen.civ@mail with a cc: to brian.d.nuckols.civ@mail.mil. Hard copy submissions will not be accepted. Submissions shall be submitted by no later than 2:00 pm local Ft. Belvoir time on July 17, 2015.
