Description
Synopsis for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award a purchase order on a sole source basis to The University of North Dakota (UND) for airborne measurements to understand the meteorology contained in corresponding Mid-Course Radar (MCR) data collections and in order to improve estimates of the liquid water content needed for model validation. The focus will be on understanding high altitude cloud structures. NSWCDD is also working in conjunction with the Naval Research Laboratories (NRL). The Period of Performance will be from the time of award (approximately middle of July) until September 30, 2015. The University of North Dakota owns their own airplane capable of reaching the desired cirrus cloud altitudes of 40,000 feet and all required weather sensors which places it in a unique position to maintain an academic collaboration with NSWCDD and NRL that is required in the design of the experiment and can possibly evolve on-site placement of graduate students for several weeks. No known potential alternate sources exist which could satisfy NSWCDD's requirement. The NSWCDD weather experts have worked with meteorologists from the NRL to search the Market for alternative services. The unique academic environment and meteorological services environment that University of Dakota offers fulfills particulars that NSWCDD needs to have for their more extensive summer weather campaign to be successful. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 3:00 PM (EST) on 9 July 2015. The anticipated award date is 22 July 2015. Responses must be submitted in writing to the procurement specialist, Andrew Williams, via email at james.williams20@navy.mil no later than the time and date noted above. Email should reference Synopsis Number N00178-15-T-4666 in the subject line. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
