- J&A This Special Notice constitutes the only solicitation. A written solicitation will not be issued. Solicitation number HSCG38-15-Q-010119 is issued as a Special Notice of Intent to Award to the Original Equipment Manufacturer (OEM), Rockwell Collins (13499), 400 Collins Road NE, Cedar Rapids, IA 52498. It is anticipated that a non-competitive Sole Source Purchase Order will be awarded as a result of this notice pending the availability of funds. It is the Government's belief, that only Rockwell Collins has the required proprietary data to provide the following parts: NSN 5895-01-580-0121, DTU-7100 part number 822-2429-001, 2 each; NSN 5826-01-HS2-6758, ICP-8310 P/N 822-2476-002, 2 each; NSN 5963-01-HS2-6757, MT-8310 Mount P/N 822-2477-002, 2 each; which are required for the HC-144 Maritime Patrol Aircraft Control Data Unit 7000 Flight Management System upgrade. This acquisition is for NEW MATERIAL ONLY. The Coast Guard does NOT own nor can it provide specifications, plans, drawings or other technical data. Vendors having the specifications, drawings, and certifications to provide these items are invited to submit complete information discussing the same within ten (10) calendar days from this notice posting. The information submitted must include a letter from the OEM verifying the Offeror is an authorized distributor and verifying the OEM will provide proprietary data. With exception of the OEM, a capable vendor must be certified by the Federal Aviation Administration (FAA), the European Aviation Safety Agency (EASA), or the Navy Naval Air Systems Command (NAVAIR), and deemed capable by USCG Aviation Logistics Center Medium Range Surveillance Division's Engineering Department (ALC MRS), and be in legal possession of all current OEM data required to complete this requirement. Vendors who do not meet the capability requirement will not be considered and should not respond. This notice of intent will not be extended or the award delayed for a vendor to submit their data for capability determination or for registration in SAM.GOV. The applicable classification code is 58 and the North American Industry Classification Standard Code is 334511. The small business size standard is 750 employees. The closing date for this intent to award notice is July 15, 2015 at 4:00 pm ET. Anticipated award date is on or about August 14, 2015, with an anticipated required delivery date of all items on or before 19 September 2016. All responsible sources may submit a capability statement per the above instructions and quotation which shall be considered by the agency.
