- This Sources Sought is being released pursuant to the Federal Acquisition Regulations (FAR) Part 10 Market Research. The information collected through the process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. This is NOT a Request for Proposal (RFP), and nothing shall be construed herein or through the Sources Sought process to commit or obligate the Government to further action. In addition, vendors responding to this request for information shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary. The United States has a unique legal relationship with the 566 federally-recognized tribes. By virtue of their status as sovereigns that pre-exist the Union, tribes continue to possess attributes of sovereignty over both their members and their territory that have never been ceded by treaty or extinguished by statute. Tribes exercise their powers of self-government by operating governmental programs including law enforcement and judicial systems. For its part, the U.S. owes trust responsibilities to Indian tribes, a relationship that is one of the primary cornerstones of Indian law. To carry out its treaty and trust responsibilities, the Federal government operates a host of programs to benefit Indian tribes and their members. On many reservations, tribal governments operate at a distinct disadvantage, without access to criminal information systems available to Federal law Enforcement Agencies and state and local governments. Tribal police investigations are stymied by a lack of information about criminals. They are often unable to perform the most basic checks, which would identify parole and probation violators or fugitives with active warrants. Their civilian counterparts in the tribes are unable to perform minimal checks on applicants to sensitive positions in schools, hospitals and the gaming industry. This Tribal Initiative is designed to permit Tribal access to national criminal databases in support of investigation and prevention efforts. The Department of Justice (DOJ) is investigating the possibility of developing and deploying kiosk workstations for the Tribes to access the Criminal Justice Information System (CJIS). The system will be required to provide: a capability to process finger and palm prints, take mugshots, and submit records to national databases. This effort may include: • A "Secret" or higher Facility Clearance is required. • Hardware and software that is integrated with the appropriate peripherals, • Software Licensing, • Drop ship of equipment, • On-site installation (anywhere tribes reside OCONUS), • Warranty and maintenance • Administrative remote access to workstations deployed • Training • Technical help desk services • Project planning and management Instructions for Submission of Responses. Interested firms who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by Friday July 10, 2015 at 1:00 PM. All responses under this Sources Sought Notice must be emailed to Gregory.L.Newsom@usdoj.gov. The submission shall be in Microsoft word-- No PDF files please. Total pages shall not exceed 8 pages. Page limitations are based on one side of 8.5" by 11" paper, not less than 12-point font size. Please provide: 1. Vendor background summary including, contractor name, address, DUNS, point of contact information, email, phone and website address. The DOJ is particularly interested in the business size and any socio-economic factors identified in The Federal Acquisition Regulation Section 19.5 Finally for GSA Schedule holders, please provide the applicable schedule number. 2. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Capability statement shall contain: • Please describe any experience and current products for supporting National Crime Information Center (NCIC) access, Next generation Information (NGI) access for both criminal and civil transactions. • Please provide any knowledge of or experience with interfacing with DOJ's existing backend applications that communicate with NCIC and NGI (i.e. the JUST Telecommunication Switch and the Joint Automated Booking System (JABS) applications respectively) • Please describe your knowledge or experience with software and hardware providing Palm print capability for submitting palm prints to NGI. • Please describe your knowledge or experience with software modules to support work processes for the collection of DNA as part of a booking submission to NGI. • Please describe your experience with deploying a solution (comprising of both hardware and software) that could provide access to NGI and NCIC, maintain and support the solution deployed through remote access, and provide 24x7x365 help desk services to support such solution • Please describe your experience with providing a configurable Graphic User Interface for submissions to NGI (i.e. to address specific entries such as SOR and eliminate user errors) or similar systems. • Provide a list of previous contracts where similar services were provided. Provide customer/Government Agency contact information where these services were provided including: contact name and organization, telephone number, and email address. Include a short synopsis of the contract scope. The Government will evaluate market information to ascertain potential market capacity to provide services consistent in scope described in this notice and otherwise anticipated. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
