- In an effort to enable early and meaningful correspondence with Industry on the VA's Million Veteran Program (MVP), the Department of Veteran Affairs (VA) Office of Research and Development (ORD) has scheduled an Industry Day on July 30, 2015 for a technical discussion on specific areas of MVP noted below. VA expects to implement collaboration through a Cooperative Research and Development Agreement (CRADA) (see CRADA authority below). MVP is national, voluntary research program funded entirely by the Department of Veterans ORD. MVP is partnering with Veterans receiving their care in the VA Healthcare System to study how genes affect health. To do this, MVP is building one of the world's largest medical databases by safely collecting blood samples and health information from one million Veteran volunteers. Since 2011, MVP has enrolled over 390,000 Veterans into the program. MVP will facilitate research investigations on the associations between patient phenotype and genotype by combining large scale population genomic sequence information with the VA's unique data sets derived from its world class electronic health record (EHR). The ultimate goal of MVP is to enable genomic discoveries that can translate to improvements in the healthcare of Veterans and the nation at large through the delivery of care based on individual genetic profiles (precision medicine). As MVP grows, VA is looking to partner with private industry and/or Universities to help in various programmatic aspects like informatics, data storage and participant engagement. NOTE: There is limited space available for both the planned Industry Day and the associated One-on-One sessions. As a result, VA is requesting that all interested parties (businesses and/or universities) submit a 1-page White Paper addressing how they could partner with the VA's MVP on one or more of the following specific areas of interest: 1) Genomic Data Storage and Computing (Compute capabilities need to support at least 500 and up to 5000 simultaneous investigators to perform genotyping/phenotyping analytical cross analyses of at least 500 genomic case samples and be scalable); 2) Genomic Data Processing (ex. from raw sequence data to variant calls); 3) Phenomics (including data cleaning and curation of research and clinical data, Software tools, Natural Language Processing (NLP), machine learning); 4) Data Mart Creation and Access (combining data from various sources); and 5) Participant Outreach (including Initial recruitment, enrollment and new data collection from participants). These White Papers should be submitted to Jennifer Moser at Jennifer.Moser@va.gov and Keith Costantino at Keith.Costantino@va.gov by July 15, 2015. After a review of the White Papers, expected to be completed by July 17, 2015, VA will contact the vendors that best address VA's needs. At that time, those vendors will be provided an invitation to attend the Industry Day on July 30, 2015 in Washington, DC. Industry Day: VA's Office of Research and Development will hold an Industry Day on July 30, 2015 in Washington DC. VA will brief Industry for approximately 2 hours on the Million Veteran Program and opportunities for potential partnership in the following areas: 1) Genomic Data Storage and Computing (Compute capabilities need to support at least 500 and up to 5000 simultaneous investigators to perform genotyping/phenotyping analytical cross analyses of at least 500 genomic case samples and be scalable).; 2) Genomic Data Processing (ex. from raw sequence data to variant calls); 3) Phenomics (including data cleaning and curation of research and clinical data, Software tools, Natural Language Processing (NLP), machine learning); 4) Data Mart Creation and Access (combining data from various sources); and 5) Participant Outreach (including Initial recruitment, enrollment and new data collection from participants).The purpose of the Industry Day is to provide Industry with a detailed overview and for VA ORD to conduct market research. After the 2 hour brief, VA will have a Q&A session with industry. One-on-Ones: One-on-One meetings will be held starting July 30, 2015 after the briefing session, Q&A and lunch break. Each company will be allotted 20-30 minutes and will be limited to 2 attendees at their one-on-one meeting (Note: The allotted time is subject to change dependent on the number of industry participants. This notice will be amended if there are changes to the allotted time.) VA requests that interested parties review the VA MVP website below: http://www.research.va.gov/MVP/ NOTE: The Government will not compensate industry participants for travel, lodging or any other expenses associated with this event. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with attending this joint Pre-solicitation Conference and Industry Day. VA also reserves the right to reschedule and/or cancel this Industry Day. No solicitation document exists at this time. AUTHORITY: VHA Directive 1206 (May 13, 2015): a. A CRADA is an agreement established pursuant to the Federal Technology Transfer Act of 1986, Public Law (Pub. L.) 99-502 between Department of Veterans Affairs (VA) and one or more non-Federal, and Federal parties under which VA may accept, retain and use funds, personnel, services, facilities, intellectual property, equipment or other resources from the other party. In exchange, VA may provide personnel, services, facilities, intellectual property, equipment, or other resources, excluding funds, for research and development efforts that are consistent with VA's mission. If VA funding is required, VA must go through the acquisition and procurement channels. b. A CRADA defines the responsibilities and obligations of each party in conducting collaborative research and development, and provides the collaborating parties with certain rights to any patentable invention made by a Federal employee in the performance of the agreement.
