THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Lebanon VA Medical Center is soliciting bids for project 595-15-177, Plumbing Dead Leg Removal under Solicitation No. VA244-15-B-0940 to remove all plumbing dead legs from the Lebanon VA Medical Center domestic hot and cold water system in accordance with the specifications and drawings. Contractor is to furnish labor and materials and perform work for the VA Medical Center in Lebanon, PA at 1700 South Lincoln Ave, Lebanon PA 17042, in accordance with all specifications and drawings. This requirement will be an Invitation for Bid and is 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Additionally, this acquisition will be conducted in accordance with FAR 14, Sealed Bidding. The Solicitation documents and drawings will be available for download from the web https://www.fbo.gov on or about July 31, 2015. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the Interested Vendor Listing at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Interested Vendor List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held within two weeks of solicitation. The exact date/time will be specified in the solicitation. While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carl.devitz@va.gov. Questions must include the solicitation number and project number in the subject line. No telephonic or fax requests will be honored. In accordance with VAAR Part 836.204, the magnitude of this project is between $1,000,000 and $2,000,000. NAICS Code 237110 Water and Sewer Line and Related Structures Construction, with a small business size standard of $36.5 million. The solicitation closing date, and bid opening date will be specified in the solicitation documents. After the formal bid opening, an award will be made to the lowest responsive and responsible bidder. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. This project is subject to the availability of funds. Funding is not currently available, funds may not become available, and the VA will not be responsible for bid costs if the solicitation is cancelled because of lack of funding. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. The maximum time for completion of the project is 280 calendar days after receipt of Notice to Proceed. To be considered for award all prospective contractors must be in compliance with VAAR 819.7003 and be verified for eligibility in the VIP database at www.vetbiz.gov, on the date and time proposals are due, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov to be eligible for award. You may register in VIP at http://vip.vetbiz.gov. In accordance with FAR 36.606 no construction contract may be awarded to the Architect and Engineering team that designed the project.
