Description
tJustification for Other Than Full and Open Competition (JOFOC) FAR 6.302-1(c) Only one responsible source and no other supplies or services will satisfy agency requirements. Brand Name Only. (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(1) SUBJECT: IBM Software. Justification for Other Than Full and Open Competition (JOFOC). The supplies listed are necessary for the below sole source procurement. Competition is precluded for reasons indicated below. There are no substitutes or additional brands that will satisfy this requirement. The required software upgrades, continued maintenance, and continued licensing need to be procured from IBM. IBM is the developer and owner of the software. Additionally, this software is part of our IBM International Passport Advantage Agreement Program, Site # 3452298. All software in that package is owned by IBM. The Government has a need for continuation of service from this software for the performance period of 10/1/2013 - 9/30/2014. IDENTIFICATION OF CONTRACTING ACTIVITY AND ACTIVITY COMPONENT: The General Services Administration Office of Inspector General (OIG), Contracting Office, JPC, is responsible for this procurement I action, on behalf of the United States Government and the GSA Office of Inspector General, Office of Information Technology Management (JPM) and the Office of Investigations (JI), the users. DESCRIPTION OF PROCUREMENT I ACTION BEING APPROVED: IBM® i2® Analyst's Notebook® Premium is a rich, data-centric visual analysis environment designed for a single user. It combines data storage, analysis tools, visualization and dissemination capabilities. IBM i2 Analyst's Notebook Premium helps analysts and investigators overcome the multi-tiered challenge of discovering networks, patterns and trends within increasing volumes of structured and unstructured data. Additionally, the tools in i2 will give the OIG the ability to discover networks, patterns and trends across increasing volumes of structured and unstructured data. They can communicate intelligence that helps identify, predict, prevent and disrupt criminal, terrorist and fraudulent activities. i2 Analyst's Notebook Premium will help our organization to: a. Reduce data management and analysis overhead costs by storing available data locally in a single location. b. Increase the potential of information discovery across locally stored data. c. Reduce the time spent on creating multidimensional views of key knowledge and information. d. Simplify the communication of complex data to enable timely and accurate operational decision making. The Government has a need for continuation of service from this software for the performance period of 9/30/2015 - 9/29/2016. The renewal will include support and maintenance, upgrade, and any necessary licensing on the i2 software. IBM is the only company authorized to perform the needed upgrades on the software. Additionally, this software is part of our IBM International Passport Advantage Agreement Program, Site # 3452298. All software in that package is owned by IBM. The renewal price has not increased more than 15% and is considered to be fair and reasonable, funding has been provided, and renewing the software fulfills the Government's existing need for continuous service. This renewal and upgrade will allow the OIG to continue its mission, unhampered. OIG IT (JPM) will continue to monitor the software on behalf of JI, however; all maintenance updates of software and licenses requests will be come thru IBM. The Government estimated price for this renewal is ____________________ UNIQUE QUALIFICATIONS OF CONTRACTOR. DESCRIBE IN DETAIL WHY ONLY THIS SUGGESTED SOURCE CAN FURNISH THE REQUIREMENTS TO THE EXCLUSION OF OTHER SOURCES. Only IBM can offer the Government a renewal price, the required software upgrades, continued maintenance, and continued licensing, as they are the developer and owner of the software and the software is part of our IBM International Passport Advantage Agreement Program, Site # 3452298.
