- Sources Sought THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is NOT a request for quotation and in no way obligates the Government to award any contract/purchase order. The purpose of this sources sought synopsis is to seek out interested small businesses capable of fulfilling the service requirement. The MCI-East Contracts Department and 2d Reconnaissance Battalion, Marine Corps Base, Camp Lejeune, North Carolina are performing market research to determine available sources that can provide: Support to provide airborne progression training to meet training requirements. Training consists of high altitude high opening, high altitude low opening parachute training using multi-mission parachute system and tandem offset resupply delivery system parachute systems. Some cargo delivery is included as well. Airborne training focuses primarily on the jump team; however, emphasis is also placed on developing qualified jumpmaster, drop zone safety officer and other key personnel. The following facilities and services are required to conduct this training: • CASA 212 as a jump platform, including pilot; • Drop zone with Federal Aviation Administration; • Indoor, parachute packing area; • Facilities adequate to shake out parachutes; • Secure temporary storage for life support equipment; • Suitable drop zone for day or night operations; • Facilities suitable for oxygen transfer and storage; • Billeting facilities for at least 40 personnel (may be multi-use room with use of cots); • Bathroom and shower facilities for at least 40 personnel; • Basic parachute repair facility and sewing machine; • Kitchenette with refrigerator, sinks and microwave oven; • Internet connectivity/computers and printers sufficient for printing flight manifests and other administrative needs; • Office spaces utilized for jumpmasters and team leader planning; • Staff available for assistance with jumper recovery; and • Local logistical support available from staff. The period of performance is for two periods: 07 July 2015 to 10 July 2015 estimated total of 15 blade hours is required; and 18 July 2015 to 31 July 2015 estimated total of 30 blade hours is required. The applicable NAICS code is 481211 with a small business size standard of 1,500 employees. In addition, interested vendors shall provide the following information: (1) Is your business a large or small business under this NAICS code? (2) If the size standard is small, indicate if your firm is certified under Section 8(a) of the Small Business Act, HubZone certified, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, Small Disadvantaged Business or Small Business. (3) Are the services available under a GSA/FSS contract? If so, please provide contract number. (4) These services been acquired by any government agencies? If so, please provide names of agencies, POCs and contract numbers. (5) Cage Code and DUNS Number.
