- Section J, Attachment J2, J3 Section J, Exhibit A Solicitation OPIC is requesting proposals for legal advisory work and legal representation. This procurement is being conducted using FAR Part 12 and FAR Part 13 procedures. Note: The attached solicitation document contains an index on page 3. Be sure to follow the proposal instructions in Section L, and take note of the evaluation procedures in Section M. This solicitation document will become the contract(s) once awarded, with Sections K, L, and M removed. Exhibit A will be modified in each resultant contract; a potential of three contracts (to support each group) will be awarded to various law firms as a result of this solicitation. Firms that do not follow the proposal instructions and submit a separate proposal for each group they are interested in will be not be considered. Firms must be registered to in the System for Award Management (www.sam.gov) BEFORE contract execution.
