- Redacted JOFOC The Office of the Comptroller of the Currency (OCC) intends to award a sole source, FFP contract to OpenText using Simplified Acquisition procedures to renew OCC's software maintenance and premium support subscriptions. OCC has already acquired an OpenText Enterprise License Agreement (ELA) that enables 4000 users to use a Document and Records Management solution within OCC. Activities identified below are designed to support OCC objectives. The contractor shall provide the following: • Software Maintenance: Software maintenance keeps productivity up and minimizes downtime, reduces risk, saves money on internal helpdesk costs and keeps business operations up-to-date. In addition, it provides services such as unlimited customer support calls, response time within 8 business hours, access to all minor and major updates, online customer support portal, 24x7 management of support incidents via Web, remote desktop troubleshooting and diagnostic and access to full product downloads. • Premier Support: The Premier Support program provides a level of support that brings together highly experienced Technical Specialists to work with OCC's in-house support team. Premier Support includes portfolio level project management, SME level technical resources, software updates/upgrades, product enhancement input, support services, online resources and others. • Additional Products: Provide additional products in the form of user licenses and/or modules to the existing ELA as requested. The contractor shall provide OpenText Software Maintenance and Premier Support 24 x7 for the following modules: • DM Client, • Open Text Records Management for legacy eDOCS, • Open Text Records Management for eDOCS, • eDOCS Integration for Microsoft SharePoint, • eDOCS Search Connector for Microsoft FAST, • Universal Migration Framework Server, • Universal Migration Framework Document Loader for 500,001 to 1 M Documents, • Email Filing The expected period of performance is from 10/01/2015 through 09/30/2016 with four option periods. This acquisition will be procured under 10 U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice is for informational purposes only and is not a Request for Quote, Proposal or Invitation for Bid. Solicitation documents are not available and telephone, fax or email requests will not be honored. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. Interested parties may submit their capabilities package to darryle.brown@occ.treas.gov by 5:00 p.m. ET, July 10, 2015; however information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this proposed acquisition is within the discretion of the Government. A redacted copy of the justification prepared for this procurement will follow at a later date.
