- Pre Solicitation Notice SOL-CI-15-00011 Scientific, Technical, Research, Engineering, and Modeling Support III (STREAMS III) The solicitation SOL-CI-15-00011 will be available for downloading at FedConnect ® located at the following internet address: www.fedconnect.net/. Questions relating to the solicitation are required to be submitted electronically through FedConnect ®. ONLY those questions posted through FedConnect ® will be accepted. All responses to questions will be released on FedConnect ®. At this Internet site you will be able to register with FedConnect ®, enabling you to download the solicitation once released, join the mailing list, and to submit questions. Contractor registration in the Government ¿s System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Electronic copies of responses will be required and must be submitted via FedConnect ® (https://www.fedconnect.net). The purpose of this solicitation is to award contracts to provide support for the development and evaluation of technologies, processes, and tools to prevent or reduce pollution of air, land, and water, and to restore ecosystems. These contracts may support all ORD laboratories, centers, and offices and other USEPA organizations, such as Regional and Program Offices that conduct research projects that could be supported under the scope of the STREAMS III Performance Work Statement (PWS). The EPA is seeking a contractor to perform tasks including: (1) research work- involving developing and/or evaluating technical concepts, process options, and prototype systems in a research framework that permits and encourages changes in direction and mid-course corrections as needed and warranted and a broad range of process development efforts such as proof-of-concept, laboratory-scale, and bench-scale experiments, (2) treatability studies and pilot-scale investigations, (3) field support (examples ¿ risk assessments, permit reviews, site characterization, site preparation, Green Infrastructure technology), (4) development and/or evaluation of computer-oriented tools, approaches, and technologies such as software, models, and decision-support tools, and (5) technical support to various programs including US EPA Superfund Program, the RCRA Program and Office of Water. The solicitation shall contain the custom local provision Disclosure Requirements for Organizational Conflicts of Interest (EPA-L-09-102) Paragraph (c) of the clause shall read as follows: Paragraph c: The Agency has determined that offerors who have any business or financial relationships with PRPs and/or their consultants, or who directly engaged in or have significant business or financial relationships with entities that develop, market, or own remediation technologies, processes, or computer oriented tools, may have a significant actual or potential OCOI in relation to the requirements of this solicitation. In addition, the agency has determined that offerors that provide consulting and/or technical services to PRPs and/or their consultants, or such services related to development, marketing, or ownership of remediation technologies, processes, or computer oriented tools may also present significant actual or potential conflict of interest concerns. The solicitation and resulting contract shall also contain the clause, ¿Limitation on Future Contracting. ¿ The text of this clause will track with Limitation of Future Contracting, Alternative V (Headquarters Support), EPAAR 1552.209-74 (APR 2004), except for paragraph (c). Paragraph (c) of the clause shall read as follows: ¿Paragraph c: ¿When the contractor is required to evaluate, assess, or test a remediation technology, process, or computer oriented tool that is specifically identified in a task order, the contractor is prohibited, without the prior written approval of the Contracting Officer, from entering into contracts with individuals, organizations, PRPs or their consultants, to provide services on or in support of the specific remediation technology, process, or computer oriented tool identified in the task order. This restriction applies during the life of the contract. The Government anticipates award of an indefinite delivery/indefinite quantity (ID/IQ) multiple award cost plus fixed fee (CPFF) and firm fixed price (FFP) task order contract with an ordering period of 5 years. The EPA intends to award approximately 4 contracts totaling $55 million. The anticipated solicitation release is in the late July early August timeframe and the close date shall be approximately 40 days thereafter. The solicitation will be issued on a full and open competitive basis with no small business set-aside(s). All responsible sources may submit a proposal for EPA consideration. The NAICS code is 541712, (research and development in the physical, engineering, and life sciences [except biotechnology] with a size standard of 500 persons.
