- This is a combined synopsis/solicitation for other than commercial items. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is DJD-15-R-0018 and is being issued as a Request for Proposal (RFP). The North American Industry Classification System (NAICS) Code is 922190. The Drug Enforcement Administration (DEA) intends to issue a firm fixed price contract, in accordance with FAR Part 15, on a sole source basis to the San Diego Association of Governments (SANDAG)/Automated Regional Justice Information System (ARJIS). In accordance with FAR 6.302, a justification is on file and attached to this notice. The proposed contract perids is base year July 1, 2015 - June 30, 2016, and four (4) twelve (12) month option periods. The DEA San Diego Field Division (SDFD) has a requirement for annual member renewal for access to a central service that provides secure, authorized access to multiple Law Enforcement (LE) systems and information services generated both locally and through other government agencies (State, Local, and Federal) for the San Diego and California area. Information required includes, but is not limited to: Inmate Status and booking information; Warrants; Subpoenas; Criminal history; Crime mapping; Interactive Mapping/Global Query; Gang Information; Probation records; Restraining orders; Officer Notifications; Registered sex and narcotics offenders; DMV records/photos; License and Permit Data; Field interviews; Stolen property; Domestic Violence Communications System; SDLAW Sheriffs Web Portal; CAL-Gang; DOJ CAL-Photo; and Meagan's Law. The system shall be available 24 hours a day, 7 days a week. In addition to these data services, the vendor shall also include connectivity to the service through a T1 line and use of a router which they supply. The vendor shall be responsible for all equipment and external connectivity from their facility up to and including the router. The SDFD is responsible for the work stations and Local Area Network (LAN) used to provide internal connectivity to the vendor's router. Additionally the vendor shall provide the SDFD with an administrative account that can be used to create user accounts for division personnel as necessary. This notice is not a request for competitive proposals. All responses to this notice must be submitted electronically to justice.parker@usdoj.gov no later than June 25 at 4:00pm EST.
