Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure eight (8) Deployable Metering and Monitoring Systems metering boxes (2 ea 200 Amp, and 6 each 60 Amp) to monitor 3 phase power and provide measured and calculated power values such as voltage, current, power factor, power using commercially off-the-shelf (COTS) sensors. The boxes shall also provide auxiliary sensor inputs for other parameters of interest, such as temperature, liquid level, pressure, and other common sensor outputs. Each box must be able to communicate with a central collection point know as the "head-end unit" and provide all data at intervals not to exceed 15 seconds. Boxes must be designed to be touch-safe. Boxes must be rugged to allow moderate abuse in the field without loss of capability. The boxes shall communicate using 3eTI wireless radios. Six (6) water meters compatible with the DMMS metering boxes and one (1) head-end unit that communicates to meter boxes and Contingency Base Energy Management System (CB EMS) shall also be provided. ERDC-CERL intends to sole source this acquisition in accordance with FAR 13.106-1(b)(1) to Humber-Garick. Market research has indicated that Humber-Garick is the only source capable of meeting the Government's requirements for this supply. Humber-Garick is the only supplier that has the technical background in both communications and electrical engineering with the knowledge to fulfill the requirements for this project. The metering boxes will need to be manufactured using lessons learned by previous work with DMMS and Tactical Micro-grid project, which only Humber-Garick offers. The following specifications are only available through Humber-Garick: 1) Background working with 3eI radios and knowledge of deployable electrical systems, 2) Knowledge of Army power distribution equipment and rugged standards, and 3) Electrical engineering expertise to arrange electronics in smaller configuration to ensure data quality. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 334515 with a size standard of 500 employees. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however, there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
