- SOURCES SOUGHT NOTICE I. Description of Intent This Notice is to gauge the availability of vendors that are capable and interested in satisfying the Government's requirement for SUGV-310 provisioning technical documentation (PTD) supplies. This PTD consists of Provisioning Parts List (PPL), Design Change Notice (DCN), Engineering Data for Provisioning (EDFP) and a Power Sources List (PSL) for the Program Executive Office Combat Support and Combat Support Systems (PEO CS&CSS) Project Manager Force Projection (PM FP), and the United States Marine Corp (USMC), under PM FP Robotics Logistics Support Center (RLSC). II. General Information: PM FP Robotics Logistics Support Center (RLSC) is issuing a Sources Sought Notice as means of conducting market research only to identify parties having interest and resources to support this requirement. The information gained will be used for preliminary planning and to determine the availability of qualified contractors to see if any other means of procuring this data is available. The information received will be used by the Government to facilitate the decision-making process and will not be disclosed outside of the agency. If a solicitation is issued subsequent to this notice, information received from respondents will aid in the decision of whether to issue a solicitation as a competitive set-aside for qualified Small Businesses, Vendors with GSA Schedules or whether to issue the requirement as unrestricted full and open competition. The Government assumes no financial responsibility for cost incurred with providing information in response to this announcement or any follow-up information requests. This Notice does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results regarding the market research survey. This notice is to determine if there are any other sources outside of iRobot Corporation, the Original Equipment Manufacturer (OEM) of the Small Unmanned Ground Vehicle-310 (SUGV-310) capable of providing Provisioning Parts List (PPL), Design Change Notice (DCN), Engineering Data for Provisioning (EDFP) and a Power Sources List (PSL). Any ensuing contract would be firm-fixed price with a period of performance three months from the date of award. iRobot designed, developed and produced the SUGV-310 System which the Marine Corps began acquiring in 2011 and is the sole proprietor of the provisioning information, knowledge and data that make up the PTD which the Government requires in-order to organically sustain the system. * The Government requires the contractor to develop and provide PTD based on the information provided in its Commercial-Off-The-Shelf (COTS) Technical Manuals. * The PPL contains the end item, component or assembly and all support items for the SUGV-310. It includes items such as parts, materials, attaching hardware, connecting cabling, piping, and fittings required for the operation and maintenance of the end item, component, or assembly. The PPL is used to determine the range and depth of support items required to maintain the end item for an initial period of service. This includes all COTS items, unless excluded by the provisioning requirements. A breakdown of Government Furnished Material only applies if it is in the supply support system. * Engineering Data For Provisioning (EDFP) is technical data used to describe parts and equipment and consists of specifications, standards, drawings, photographs, sketches, descriptions, necessary assembly and general arrangement drawings, schematic drawings, schematic diagrams, wiring and cable diagrams necessary to indicate the physical characteristics, location, or function. III. Submission Instructions: All responding to this notice shall provide specific information to include a summary of their Company's capabilities. Information to be provided shall include a Capability Statement which demonstrates the skills, experience, knowledge, and capabilities necessary to provide The SUGV 310 provisioning data listed above. Statements should address each bullet listed above along with the firm's specific skills, experience, knowledge, and capabilities to complete these requirements, including, but not limited to a description of corporate experience with similar projects. The Capability Statement should include: 1. Interested parties are encouraged to be registered in the System for Award Management, www.sam.gov prior to responding to this Sources Sought Notice. 6. Interested parties that consider themselves qualified to perform the above listed services are invited to submit a response to this Sources Sought no later than 3:00PM EST July 03, 2015.
