- See Attached Draft PWS REQUEST FOR INFORMATION TITLE: United States Coast Guard (USCG) National Ballast Water Management (BWM) program THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission; other than acknowledgment of receipt. This RFI does not commit the Government to contract for any supply or service. The USCG is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested parties expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. 1.0 DESCRIPTION The USCG Office of Operating and Environmental Standards, Environmental Management Division (CG-OES-3) requires contractor technical and documentation support services for the USCG to operate a National Ballast Information Clearinghouse and to provide technical support for the USCG National Ballast Water Management (BWM) program. 2.0 PURPOSE OF THIS RFI The USCG is contemplating the award of a contract for the services discussed in section 1 of this RFI. The purpose of this RFI is to provide notice of anticipated contract action and give an opportunity for offerors/vendors to make known their ability to meet contract requirements. 3.0 RFI RESPONSE - INSTRUCTIONS The USCG will host a voluntary conference call on Tuesday, July, 7, 2015 from 1:00pm-2:00 pm Eastern Time. The purpose of this conference call is to answer questions about the technical requirements only. See below for call-in information Number: 1-855-475-2447 Participant Access Code: 451 580 80# If a contractor feels capable of providing the required supplies/services, they may submit a capabilities statement by July 10, 2015. The capability statement should specifically state how the requirements in section 2 of the Draft Statement of Work can be met and how disruption of services will be avoided. Only electronic submissions will be accepted. The maximum number of pages per submission shall be limited to four (4) pages. Contractors may submit a capability statement even if they did not participate in the conference call. However, those that participated in the conference call but do not submit a capability statement will not be considered. Contractors are cautioned that failure to provide a capability statement by the response date will be considered non-responsive and the Government will proceed with the acquisition strategy that is in the best interest of the government. 4.0 RFI RESPONSE - ASSESSMENT OF CAPABILITY The Government will assess each capability statement to determine whether the contractor is capable of providing the required supplies/services and if they are registered in the System for Award Management (SAM). Companies not roistered in SAM will not be considered as a potential offeror. 5.0 OTHER INFORMATION Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid USCG, please segregate proprietary information. The Government reserves the right to release a solicitation based on its assessment of industry response. The applicable North American Industry Classification System (NAICS) for this requirement is 541690 - Other Scientific and Technical Consulting Services. The size standard for this NAICS code is $15 million.
