- Attachment 1 - Non-Disclosure Agreement Request for Information Detailed Instructions On January 15, 2015, the Department of Homeland Security and Transportation Security Administration (DHS/TSA) held a DHS Explosive Trace Detection Strategic Sourcing Ordering Vehicle (ETD-3) industry day. At that event, it was noted that a Request for Information (RFI) would be posted to present questions to industry regarding the capability for an Illicit Drugs Handheld ETD system. It is expected that the Illicit Drugs Handheld ETD system will be solicited. For a review of the Acquisition Strategy Industry Day slides, please see Announcement TSA_ETD3_Industry_Day_2015 provided at the link below. https://www.fbo.gov/index?s=opportunity&mode=form&id=008b00ca217c7618dca59b71ed2dfba7&tab=core&_cview=0 As indicated within the Acquisition Strategy Industry Day slides, the DHS intends to solicit a handheld ETD that will be used primarily for screening for illicit drugs, with a secondary ability to allow for the screening of explosives. The system must be designed to be easily transportable (light and can be carried on a person for an entire eight hour shift) and have the ability to function properly on battery power. This system should be hardened and have the ability to deal with a variety of environmental conditions and to survive drops. In an effort to collaborate and engage with stakeholders early to help improve and aid in the development of the Illicit Drugs Handheld ETD requirements, the DHS is presenting the following For Official Use Only (FOUO) Handheld Illicit Drugs ETD draft requirement documents: DHS ETD Functional Requirement Matrix, v1.0, DHS Trace Illicit Drugs Detection Performance Requirements, v1.0, and Management Plan for Qualification Test and Evaluation of Handheld Detectors for Illicit Drugs and Explosives (instructions on requesting these documents are provided within the RFI attachment). In addition, DHS is presenting the questions within the attached RFI document and seeking industry's response. Written requests for the documents shall be submitted no later than July 6, 2015 at 10:00 am Eastern Time to Ms. Novia Harrington (Novia.Harrington@tsa.dhs.gov) and Ms. Robyn Peters (Robyn.Peters@tsa.dhs.gov). Written responses to the questions shall be submitted no later than July 22, 2015 at 10:00am Eastern Time to Ms. Novia Harrington (Novia.Harrington@tsa.dhs.gov) and Ms. Robyn Peters (Robyn.Peters@tsa.dhs.gov).
