Description
National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) is hereby soliciting information under this Request for Information (RFI) to gather and assess industry availability and capability to provide small satellite technologies that shall enable a variety of Small Satellite based missions. This document is for information and planning purposes only, and to promote competition. On behalf of the NASA Space Technology Mission Directorates Small Spacecraft Technology Program (SSTP), NASA/ARC is currently collecting information regarding the State of the Art for technology, components, and systems relevant to small spacecraft. Areas of interest include: Structures, Materials, & Mechanisms; Complete Spacecraft; Communications; Propulsion; Power; Command and Data Handling; Attitude Determination & Control; Thermal Systems; Software (Architectures, Methodologies); Guidance, Navigation, and Control; Spacecraft Integration; Launch, and Deployment; Ground Systems / Mission Operations; Optics; and Optoelectronics. In order to be considered State of the Art, a technology, component, or system shall be at Technology Readiness Level (TRL) 6 or greater. Documentation of this level must be available. TRL definitions can be found at http://www.nasa.gov/pdf/458 490main_TRL_Definitions.pdf. ARC is seeking capability statements from all interested parties, including but not limited to, educational, industrial, and not-for-profit organizations, Small, Small Disadvantaged (SDB), 8(a), Woman-Owned (WOSB), Veteran Owned (VOSB), Service-Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals. The Government reserves the right to consider a Small, 8(a), WOSB, SDVOSB, or HUBZone business set-aside based on responses hereto. Responses to this RFI should address the following information: (1)Organization/Company Info : a.Name and address of firm, b.Cage Code and DUNS Number (if available), c.Points of contact name(s) with phone number(s) and email address(es), d.Website (if applicable), and name of parent organization (if applicable). e.Business size (Based on NAICS code) and/or Socioeconomic designation (i.e., large, small, SDB, WOSB, VOSB, SDVOSB), f.Average annual revenue for past 3 years and number of employees; g.List of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement). h.Please also advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101 and in NASA Specific Numbered Note A. (2)Technical responses shall provide a specific data set for each technology included and shall: a.Describe the fundamental operation of the technology, component, or system, b.Recommend potential application, c.Provide a development history, and d.Document the tests or activities used to achieve TRL 6 or above. e.Data collected by this RFI shall be integrated into a database to be used by NASA for research and analyses purposes. Information received in the data information table (items i-v) may be published in a Technical Report and made available to the public in general. An example of the proposed database information table is provided below. i.Technology Name: ii.Description: iii.Developer: iv.Technology Readiness Level: v.Missions on which technology has flown or other data backing up TRL assessment: Interested firms are requested to submit their response to this RFI via email only to Umetria Thomas at email Umetria.Y.Thomas@nasa.gov. When responding, reference RFI NNA15ZRD001L STATE OF THE ART SMALL SPACECRAFT TECHNOLOGY. All submissions will be reviewed, however, only responses received on or before July 31, 2015 will be reviewed and considered for inclusion in the 2015 State of the Art Report. Documents and attachments should be in Microsoft WORD, POWERPOINT, or PDF format and no less than 12 point Times New Roman font (except in figure captions). Due to mailbox limitations, attachments should not exceed 10MB. Responses shall NOT contain proprietary information. All information received in response to this RFI should be information that may be released by NASA to the public. By submitting a response to this RFI, the responder is deemed to have consented to release of information as noted above in paragraph 2e. NASA may contact organizations responding to this RFI to better understand or clarify the information provided. This RFI is subject to review or cancellation at any time and is not to be construed as a commitment by the Government to enter into a contract. The Government will not pay for the information submitted in response to this request. This announcement does not constitute a Request for Proposal. Please do not request for a copy of the solicitation, as no solicitation exists at this time. If a firm requirement is developed and a solicitation is issued, the solicitation will be made available on the Federal Business Opportunities (FBO) website (www.fbo.gov) and the NASA Acquisition Internet Service (NAIS) ( http://procure.arc.nasa.gov ). It is the responsibility of offerors and interested parties to monitor the Internet site for the release of the solicitation and amendments, if any and will be responsible for downloading their own copy of the documents.
