- J&A for Sole Source THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO EYEWITNESS KIDS NEWS, LLC FOR TELEVISION PROGRAMMING ENTITLED TEEN KIDS NEWS This is a Notice of Intent to issue a firm-fixed-price contract for a base year and four option years to Eyewitness Kids News, LLC, 182 Sound Beach Ave., PO Box 116, Old Greenwich, CT 06870 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10U.S.C. 2304(c)(1). Sole Source Justification is attached hereto. The proposed procurement is for TV programming, Teen Kids News, for American Forces Network - Broadcast Center (AFN-BC), located at the Defense Media Activity, 23755 Z Street, Riverside, CA 92518. a. DESCRIPTION: CLIN 0001: TV Programming - Teen Kids News (Season ‘15 - ‘16) - Base Year The Contractor shall grant the Government (AFN-BC) broadcast rights to its television programming to reproduce and distribute, provide live feeds or recorded copies of authorized programs and distribute the programming by encrypted, digitally compressed satellite transmission system (currently Cisco's PowerVu Plus (MPEG-4)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. Period of Performance: September 1, 2015 through August 31, 2016. CLIN 1001: TV Programming - Teen Kids News (Season ‘16 - ‘17) - Option Year 1: The Contractor shall grant the Government (AFN-BC) broadcast rights to its television programming to reproduce and distribute, provide live feeds or recorded copies of authorized programs and distribute the programming by encrypted, digitally compressed satellite transmission system (currently Cisco's PowerVu Plus (MPEG-4)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. Period of Performance: September 1, 2016 through August 31, 2017. CLIN 2001: TV Programming - Teen Kids News (Season ‘17 - ‘18) - Option Year 2: The Contractor shall grant the Government (AFN-BC) broadcast rights to its television programming to reproduce and distribute, provide live feeds or recorded copies of authorized programs and distribute the programming by encrypted, digitally compressed satellite transmission system (currently Cisco's PowerVu Plus (MPEG-4)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. Period of Performance: September 1, 2017 through August 31, 2018. CLIN 3001: TV Programming - Teen Kids News (Season ‘18 - ‘19) - Option Year 3: The Contractor shall grant the Government (AFN-BC) broadcast rights to its television programming to reproduce and distribute, provide live feeds or recorded copies of authorized programs and distribute the programming by encrypted, digitally compressed satellite transmission system (currently Cisco's PowerVu Plus (MPEG-4)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. Period of Performance: September 1, 2018 through August 31, 2019. CLIN 4001: TV Programming - Teen Kids News (Season ‘19 - ‘20) - Option Year 4: The Contractor shall grant the Government (AFN-BC) broadcast rights to its television programming to reproduce and distribute, provide live feeds or recorded copies of authorized programs and distribute the programming by encrypted, digitally compressed satellite transmission system (currently Cisco's PowerVu Plus (MPEG-4)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems. Period of Performance: September 1, 2019 through August 31, 2020. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide this service. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 512120 - Motion Picture and Film Distribution, and the small business size standard is $32.0M. This notice of intent is not a request for competitive quotations; however, all responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
