Description
TITLE: FA2517-15-R-9041, Sole Source Acquisition for Extended Air Defense Simulation (EADSIM) II This notice of intent is not a request for competitive proposals. It is a Sole Source Notice for the Extended Air Defense Simulation (EADSIM) II in accordance with FAR 5.201 and FAR 5.203. The 21st Contracting Squadron, Peterson AFB CO intends to award a sole source contract to Teledyne Brown Technology (TBE). The scope will be to purchase software support to include source code changes to support scenario development and interfacing this model with other proprietary models in North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM)/ Analysis Division for the Directorate, Requirements, Analysis, and Resources (J84); Modeling and Simulation (M&S) database tailoring, training audience instruction and support, role-playing and simulation of non-participant organizations and capture results and write report to document results. The current EADSIM software employed by N-NC/J84 is a proprietary product of TBE, who is the owner, creator and only authorized source for the EADSIM software and source code modification. Since TBE is the exclusive licensor to provide the required EADSIM support, it is in the Government's best interest to procure this requirement as a sole source from TBE. This purchase will be made under FAR Part 8.405-6(a)(1)(i)(B), "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized". A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement and to confirm there is no other authorized vendor. The closing date for this synopsis is 13 July 15 at 3:00 P.M. Mountain Standard Time. The anticipated award date is 31 Aug 15. For information regarding this purchase, please contact Christian Freire at (719) 556-4044/ christian.freire@us.af.mil or Sandra F Sims at 719-556-6560/sandra.sims@us.af.mil APPLICABILITY OF AUTHORITY: Starting in 2009, N-NC/J84 has conducted "pre-Analysis of Alternative" (pre-AoA) work on what would eventually become the North American Air Domain Awareness Surveillance (NAADAS) AoA. At the onset of the AoA in 2009, it was determined that the EADSIM model was the most cost effective model to simulate the penetration of various threats during the AoA and the model was accredited for use during the AoA by an independent group of organizations as part of the Joint Capabilities Integration and Development System (JCIDS) defined process for all DoD Acquisitions - to include the AoA process. EADSIM is a many-on-many simulation of air, missile, and space warfare. EADSIM is used by over 200 user agencies worldwide. The program is managed by the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) as the executive agent for the Missile Defense Agency (MDA). Since EADSIM was evaluated and modified as part of the original AoA, this is the only model that is capable of being used to leverage the current AoA efforts. TBE is the original developer and sole distributor capable of modifying (source code) and conducting configuration control of EADSIM software. If a new contractor were to develop a custom solution, N-NC would incur additional costs for concept development, custom computer coding, database construction, user training, and integration with current AoA efforts. Over the last four years, N-NC/J84 supporting OSD and DHS, has used EADSIM to simulate the penetration of threats against the United States Homeland. The unique characteristics of EADSIM are the result of sustained, exclusive use of the only software that continues to meet the ongoing efforts that will allow the Arctic Analysis effort. The AoA results that will be used to support the Arctic Analysis cannot be replicated by another source without a similar investment of time and effort over several years in addition to the current Arctic Analysis effort itself. Additionally, TBE has staff that is operationally experienced, NAADAS AoA savvy, and MS&A capable staff, supporting N-NC/J84 customers with the EADSIM Suite for over four years. Even if a viable competitor for EADSIM existed today, the Arctic Analysis effort would require a prohibitively expensive investment in time and funding to duplicate the multi-year, multi-million dollar effort of the NAADAS AoA. This would directly impact the mission of N-NC/CS and their ability to posture for future homeland defense threats, thereby creating an unacceptable risk to readiness in the homeland. Therefore, it is in the Government's best interest to procure this requirement (EADSIM coding changes in addition to the MS&A - to include documentation of findings) as a sole source from TBE to minimize time/funding as well as eliminate excessive pass though cost that would be required for another contractor to obtain the same support. The duplication of cost is not expected to be recovered through full and open competition.
