Description
Under the Authority of Federal ACquisitions Regulation, Pat 6, SUbparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Industrial Info Resources (IIR)on a sole source basis to provide Industrial Construction Project information as follows: 1) A file that contains ALL projects that were active in 2012 (i.e., those that started in 2012 AND those that started before 2012 and did not complete until 2012 or later), including the estimated monthly construction patterns for these cases. 2) A file that contains ALL projects (Capital and Maintenance) that started in 201403 through (and including) 201502, including the estimated monthly construction patterns for these cases. 3) Online access for 3 months to the database of projects so that we can do further research on active U.S. capital and maintenance projects that are in the construction phase. Files 1 and 2 are to be delivered in spreadsheet format but an ASCII file or SAS datasets would also be acceptable. We believe that IIR is the only source this type of information. Many other companies could provide information on projects in this sector plus many more construction sectors (like office, educational, highway, dredging). But those companies are only getting those projects that be being put out for bid. IIR's method of collection does not allow them to cover many construction sectors but for the ones they do, they are able to get the numerous additional projects that are not made available for others to bid upon. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interseted sources must submit technical capabilities, and pricing, that demonstrates their ability to meet the Bureau's needs. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and no contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmitive written response is received within 15 days from the publication of this notice, a contract may be issued to IIR, without further notice.
