- High Shear Rotary Membrane Systems (HSRMS) Accepting Kerafol Ceramic Disks The Naval Surface Warfare Center, Carderdock Division (NSWCCD) in support of the Environmental Security Technology Certification Program (ESTCP) is seeking information from commercial vendors which offer high shear rotary membrane systems (HSRMSs) capable of accepting KERAFOL ® ceramic disks. This information request will inform stakeholders of the suitability of HSRMSs for shipboard applications of bilgewater treatment. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Description This RFI will serve as a state of technology investigation for available commercial off the shelf (COTS) HSRMSs which can be potentially modified for shipboard use. NSWCCD is researching HSRMSs as potential technology for shipboard treatment of bilgewater. Bilgewater consists primarily of water, oil and surfactants. Due to the presence of oil and surfactants, oil-in-water emulsions commonly form in the bilge and must be removed to remain in compliance with regulations, specifically DOD Instruction 4715.6, which states all discharges must have an oil concentration of 15 ppm or less. The system must be able to both process oily wastewater at a minimum of 10 gallons per minute (GPM) and accept KERAFOL ® ceramic disks having an outside diameter of 312 mm or 374 mm and a pore size of 60 nm. These disks have been investigated in previous research and were found to be most appropriate for bilgewater treatment. Due to the unique requirements of the shipboard environment, vendors should indicate capability of executing system design modification which may include ruggedization, platform modifications to eliminate use of mechanical assistance (e.g. cranes) during maintenance, or modifications to compensate for shipboard vibration effects. In addition, it may be necessary for the system to be capable of being disassembled into subassemblies or components that can pass through standard Navy doorways 26 inches wide by 66 inches high and hatches 30 inches wide by 60 inches long. Desired system footprint, though not mandatory, is approximately 42 square feet. A height limitation, including maintenance envelope is 6.6 feet. However, all systems capable of meeting processing rate and KERAFOL ® ceramic disk requirements are encouraged to respond. White papers in Microsoft Word 2010 or Adobe Acrobat PDF compatible format are due no later than July 17, 2015, 17:00 EDT. Responses should be submitted by e-mail only to danielle.paynter@navy.mil. Responses should include: •· Company background Detailed system description, Material options, •· Operational configurations, potentially including piping and instrumentation diagrams (P&IDs) and flow diagrams, •· Maintenance and installation requirements, •· Major optional equipment, •· System and option pricing, •· System support and •· Demonstration of vendor capability to execute system design modifications. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Industry Discussions NSWCCD representatives may or may not choose to meet with potential offerors. Such discussions would only be intended for further clarification of potential capability to meet the requirements. Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to perform an environmental scan of available commercial off the shelf (COTS) high shear rotary membrane systems (HSRMSs) capable of accepting Kerafol ceramic disks. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
