Market Survey for Andros Island Resupply 25 JUNE 2015 THIS IS THE MILITARY SEALIFT COMMAND, SEALIFT PROGRAM MANAGEMENT OFFICE, WASHINGTON, DC MARKET SURVEY NO. N62387-MS-PM3-15-043 SUBJ: ANDROS ISLAND RESUPPLY 1. THIS IS A MARKET SURVEY CONDUCTED BY THE SEALIFT PROGRAM OFFICE OF MSC. IT IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THE REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COST INCURRED IN THE PREPARATION OR ANY SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. 2. MSC REQUESTS INFORMATION ABOUT THE COST AND AVAILABILITY OF ONE U.S. FLAG SELF-SUSTAINING VESSEL OR TUG / BARGE UNIT, WITH RAMP, ALLOWING FOR ROLL-ON/ROLL-OFF (RO-RO) CAPABILITY ON A TIME CHARTER BASIS. VESSEL PARTICULARS ARE AS FOLLOWS: (a) ONE U.S. FLAGGED (UPON DELIVERY), SELF-SUSTAINING RO/RO VESSEL OR TUG AND RO/RO BARGE (b) THE PROPULSION SYSTEM WILL BE ONE OF THE FOLLOWING: A. A TUG AND BARGE COMPONENT WITH A TWIN SCREW SYSTEM. B. A SINGLE-HULL VESSEL WITH A TWIN SCREW SYSTEM AND EQUIPPED WITH A BOW OR STERN THRUSTER. (c) MINIMUM 1400 SHAFT HORSEPOWER (d) RESERVED. (e) MINIMUM OF 8 KNOTS WHEN LADEN (f) MINIMUM RANGE OF 1,000 NAUTICAL MILES WITHOUT REFUELING (g) ADEQUATE LIGHTING TO SUPPORT NIGHT CARGO OPERATIONS (h) ANY VESSEL MAY BE UP TO 250FT IN LENGTH. THIS WOULD INCLUDE ANY SINGLE HULL VESSEL OR A TUG/BARGE ARRANGEMENT IN A HIPPED UP CONFIGURATION. (i) ANY VESSEL MAY HAVE A BEAM OF 80FT. THIS WOULD INCLUDE ANY SINGLE HULL VESSEL OR A TUG/BARGE IN A HIPPED UP CONFIGURATION. THIS BEAM (80FT), EXCLUDES FENDERING. (j) MAXIMUM FREEBOARD OF 8 FEET, 6 INCHES (k) MINIMUM 5,000 SQ FEET OF CLEAR, UNOBSTRUCTED, USABLE, OPEN DECK SPACE FOR CARGO (l) ALL HOLDS CAPABLE OF CARRYING EXPLOSIVE AND HAZARDOUS CARGO UP TO CLASS 1.4 (m) MINIMUM BULWARK PORT AND STARBOARD SIDE OF 3 FEET (n) MINIMUM BULWARK ON THE BOW OF 5 FEET (o) BALLASTING CAPABILITY EITHER THROUGH FIXED OR PORTABLE PUMP SYSTEM (p) IF TUG AND BARGE, A MINIMUM 1 INCH TOW WIRE 1,500 FEET IN LENGTH (WITH SHOCK LINE) OR MINIMUM 700 FOOT 8 INCH POLYPROPYLENE LINE (q) BARGE MUST HAVE A TWO-POINT BRIDLE. (r) RO/RO TYPE VESSEL MUST HAVE A SELF-DEPLOYABLE BOW OR STERN RAMP. 1) MINIMUM WIDTH OF 12 FEET 2) MINIMUM LENGTH OF 35 FEET 3) UNRESTRICTED VERTICAL CLEARANCE 4) INCLINE MUST NOT EXCEED 15 DEGREES 5) WORKING RANGE CAPABILITY OF NO LESS THAN 20 DEGREES ABOVE AND BELOW THE CENTERLINE (AS VIEWED FROM THE RAMP HINGES) 6) SAFE WORKING LOAD OF 60 LONG TONS 7) MAXIMUM OF 10 MINUTES TO DEPLOY AND SECURE 8) HINGED RAMP FEET THAT AID IN REDUCING HEIGHT CLEARANCE PROBLEMS FOR LOW CLEARANCE VEHICLES 9) CAPABLE OF LANDING A RAMP ONTO THE PORT CANAVERAL GOVERNMENT RO-RO PIER; A DESCRIPTION OF THE PIER IS LISTED BELOW. (d) CONTRACTOR SHALL MONITOR REEFER CONTAINERS AT LEAST EVERY (6) HOURS AND BE ABLE TO MAKE REPAIRS WHILE UNDERWAY IF NECESSARY. (e) CONTRACTOR SHALL BE RESPONSIBLE FOR CLEANING RECESSED PADEYES AFTER CARGO OPERATIONS AND/OR SHALL BE RESPONSIBLE FOR REPLACEMENT OF ANY ABOVE-DECK PADEYES DAMAGED DURING CARGO OPERATIONS AT NO ADDITIONAL EXPENSE TO THE GOVERNMENT. THE MSC REPRESENTATIVE WILL INSPECT PADEYES FOR COMPLIANCE. (f) CONTRACTOR SHALL BE RESPONSIBLE FOR REMOVAL AND REINSTALLATION OF D-RINGS AND PADEYES. (g) LASHING GEAR SHALL BE MAINTAINED AND REPLACED BY THE CONTRACTOR WHEN DEEMED NO LONGER SERVICEABLE BY THE MSC REPRESENTATIVE. (h) MSC REPRESENTATIVES MAY DIRECT AT NO COST TO THE GOVERNMENT THE REPLACEMENT OF UNSATISFACTORY TARPAULINS. (i) COLORED LIGHTS SHALL BE MOUNTED TO THE VESSEL'S GENERATOR AND REFFER CONTAINERS TO ENSURE PROPER POWER IS BEING SUPPLIED TO REEFER CONTAINERS. MOUNTED LIGHTS SHALL BE EASILY VISIBLE TO THE CREW. (j) ALL REEFER CONTAINERS SHALL BE SUBJECT TO INSPECTION BY A GOVERNMENT REPRESENTATIVE. (k) THE CONTRACTOR IS RESPONSIBLE FOR CONTAINERS AND CHASSIS EQUIPMENT MAINTENANCE. 3. DELIVERY: PORT CANAVERAL, FL 4. REDELIVERY: PORT CANAVERAL, FL 5. PERIOD OF PERFORMANCE: ONE YEAR WITH THREE 1-YEAR OPTIONS AND ONE 11-MONTH OPTION 6. LAYDAYS: OCTOBER 2015 7.
