Description
The mission of U. S. Customs and Border Protection (CBP), Office of Air and Marine (OAM) is to protect the American people and the Nation's critical infrastructure through the coordinated use of integrated air and marine forces to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs and other contraband toward or across the borders of the United States. In the course of aviation enforcement, OAM utilizes a fixed wing and rotary wing aircraft fleet to meet the goals of the agency's strategic mission. In order to accomplish OAM's strategic mission there is a mission need for an aircraft capable of performing multiple interdiction roles. The Multi-Role Enforcement Aircraft (MEA) will be a multi-purpose, fixed wing, multi-engine airplane which can be configured to perform multiple missions. Configured properly, the aircraft will perform marine interdiction, air interdiction, and land interdiction, logistical transportation of cargo and people, and conduct Law Enforcement Technical Collection (LETC). CBP intends, but does not guarantee, to purchase up to 12 MEAs equipped with sensors that can effectively perform the stated missions OAM seeks a modern standardized MEA fleet in order to improve aircraft safety and reliability, improve mission effectiveness and be more cost effective to operate and maintain. These characteristics translate into improved operational effectiveness and enable OAM to provide expeditious, effective and reliable support. CBP intends to award a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract to a prime contractor for the end product (aircraft and mission sensor system). The contract will consist of a one year base period and four one-year options. The acquisition strategy will be full and open competition.
