Description
Sources Sought Notice AMDTC-15-0011 The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing NIST's Manufacturing Extension Partnership (MEP) with program support for its Partnerships and Program Development Office in the performance of its mission to develop technology collaboratives and advanced manufacturing networks using its technology-driven market intelligence (TDMI) approach. The TDMI approach is essentially a methodology to understand the technology value chain in a region including the end users of the technology, technology assets in the region and other stakeholders such as economic development organizations that could build a unique regional ecosystem for economic development based on either a technology such as additive manufacturing or an industry cluster such as unmanned aerial systems. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for TDMI-Based Technology Collaboratives and Advanced Manufacturing Networks Support. Over the past 3 years, MEP has developed and begun deployment of a process to help MEP Centers define, develop and establish technology collaboratives and advanced manufacturing networks using a technology-driven market intelligence process. MEP Centers have typically been the lead organization in pulling the regional stakeholders together, collecting relevant information using the TDMI process with support from a contractor to analyze and communicate the information and analyses back to the stakeholders, who then take the next steps to use the assets for technology-based economic development in the region. To fulfill this requirement, NIST plans to procure support services to assist Centers with this process. The services shall meet the following minimum requirements. 1. TECHNOLOGY COLLABORATIVES AND ADVANCED MANUFACTURING NETWORK SUPPORT USING TDMI The contractor shall support NIST MEP and its Centers in collecting, analyzing and communicating data and information to regional stakeholders using the TDMI approach outlined in the above referenced guidebook. 2. TECHNOLOGY COLLABORATIVES AND ADVANCED MANUFACTURING NETWORK PROGRAM AND PROJECT MANAGEMENT SUPPORT The contractor shall provide program and project management support, scheduling and oversight of assigned projects. NIST is seeking information from sources who have prior experience and expertise in the following: a.Technology-driven market intelligence or its equivalent in understanding a region's technology assets and how they might be used for technology-based economic development. b.Analyzing regional technology and economic development issues and opportunities. c.Developing collaboratives and networks based on technologies. Interested parties shall describe the capabilities of their organization as it relates to the services described above. NIST anticipates issuing a Request for Quotation no later than the fourth quarter of fiscal year 2015, and awarding a contract no later than the first quarter of fiscal year 2016. NIST is seeking responses from all responsible sources, including large and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541611, as those domestic sources having 500 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. Companies that can provide such services are requested to email a written response describing their abilities to keith.bubar@nist.gov and todd.hill@nist.gov no later than the response date for this sources sought notice. The following information is requested to be provided as part of the response to this sources sought notice: 1.Name, Address, DUNS number, CAGE code, and point of contact information of your company. 2.Any information on the company's small business certifications, if applicable. 3.Description of your company's capabilities as they relate to the services described in this notice. 4.A description of your company's previous experience providing the services described in this notice. 5.Indication of number of days, after receipt of order that is typical for starting such services and support. 6.Indication of whether the services described in this notice are currently on one or more GSA Federal Supply Schedule (FSS) contracts and, if so, the GSA FSS contract number(s). 7.Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Responses are limited to a total of twelve (12) pages. The responses must be in MS Word format. Pages shall be 8½-inch x 11-inch, using Times New Roman 11 Point Font. Each page shall have adequate margins on each side (at least one inch) of the page. Header/footer information (which does not include any information to be analyzed) may be included in the 1" margin space.
