- Description
- The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) has a sole source requirement for a Powder X-Ray Diffraction (XRD) system to support Science and Technology Operations. The Government intends to award a sole source contract to Bruker AXS, Inc., 5465 E. Cheryl Parkway, Madison, WI 53711. In order to fully meet Navy needs, The XRD must meet or exceed the following technical specifications: • Analysis Capabilities: SAXS, GISAXS, Phase ID, Phase Quant, Texture, Stress, Microstructure, High-throughput, Micro diffraction, Mapping, reciprocal space mapping, non-ambient, Hi-Res, Reflectometry, gracing incidence • Area Detector: Maintenance free, real-time, high sensitivity, low background, large active area, noise-free operation • Line Detector: silicon strip detector, 0-D (point), 1-D (line) diffraction data collection, 2-D, fluorescence discrimination, 0° and 90° mount, ability to accommodate multiple sources (e.g. Cr, Co, Cu, Mo, Ag) • Ability to accommodate multiple sources (e.g. Cr, Co, Cu, Mo, Ag) • Bragg-Brentano and parallel beam geometries • Optics: high precision optics, air-cooled, produces a low divergence beam for micro-diffraction, produces quasi-parallel beam for SAXS applications • Electric supply: 200-208V (±10%), 50/60Hz, single-phase • Radiation safety enclosure with multiple safety interlocks • Goniometer: Horizontal and vertical configurations, Theta/2Theta and Theta/Theta configurations, maximum angular speed >15°/sec, smallest addressable increment of 0.0001° • Accuracy: +/- 0.01° 2Theta (full angular range) • Motorized sample stage that can move in the X-Y-Z axes and can hold up to 5 kg samples • Non-ambient stage: Room temperature to >1000°C • Easy to switch components including X-ray tubes, optics, sample stages, and detectors • Capillary sample analysis capability with spinner • High-resolution video camera for accurate sample positioning and alignment, >10 µm resolution, zoom lens, color, laser pointer to aid with accurate sample positioning • Air cooled with a 50W output source • Multiple sampling kits • Newest version of ICDD PDF database • External control: Ruggedized computer with Windows 7 Ultimate installed (no cameras and wifi must be disabled or not installed). • Software: Data collection and analysis/post processing software required, ability to data share with current single crystal x-ray diffraction system owned by NSWC IHEODTD (Bruker Kappa Apex II) • Installation and Training: The Government requires 3-4 days of training following installation at NSWC-IHEODTD. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
