Please note that this solicitation is not ready to be issued as of this date. The Embassy of the United States in Moscow, Russian Federation will launch the solicitation on the Federal Business Opportunities (FedBizOpps) website when it is available. The requirement is for the providing of packing and shipping services for transportation of household effects and personal air-baggage of U.S. diplomats arriving or departing the post. This will include the surface transportation from the post to the European Logistical Support Office located in Antwerp, Belgium and vice versa by trucks and "door-to-door" inbound and outgoing air shipments. This is an indefinite-quantity-indefinite-delivery contract for the services specified and effective for the period stated in the Schedule. The estimated weight of all shipments to be delivered to and from the post is 540,000 lbs. per year. Please note these are only estimated quantities depending on Government needs and funds availability. The Government intends to award more than one contract for these services. The anticipated performance is for a base period of twelve months and four one-year periods at the option of the Government. The estimated time when services should begin is December 2015. The Contractor shall furnish managerial, administrative and direct labor personnel to accomplish all work required. All packing, transportation costs, fees or charges as well as local customs charges will be included into the price proposal. Costs for air transportation of personal baggage are not covered by this contract. These costs shall be paid by the Government in accordance with airway bills issued by the air carrier. All responsible sources may submit an offer, which will be considered. The solicitation will be issued via FedBizOpps. Note: The response date in this synopsis is not a firm date.
