This posting is for informational purposes only, no response is required. Questions and Answers have been posted from Industry Day. Questions and Responses from Prophet Fleet Modernization Industry Day 1 June 2015 Q1. Will this be an LPTA or Best Value Award? R1. It is the Government's intent, as of this time, that this will be a Best Value award. Q2. When will TS/SCI meetings be held to review current and future SOIs? R2. Future discussions/meetings will be announced in FedBizOpps. The current plan is to host a session at the next Industry Day (after the draft RFP has been released) in a SCIF to discuss present/future SOIs, other SIGINT related topics, and to allow an opportunity for appropriately cleared offerors' representatives to view the current Prophet Enhanced (PE) system. Q3. Is there a requirement to parallel PE and/or POR-B with this acquisition to modernize Prophet Spiral 1? R3. No. The current PE systems will transition to a sustainment phase. The current Spiral 1 systems are approaching their 15 year End of Useful Life (EUL). It is the Government's intent to modernize up to 126 of these Spiral 1's depending upon funding and force structure. Q4. Please restate intent and order of events for Draft RFP, Industry Day II, and Final RFP? R4. The schedule specifics will be announced in FedBizOpps upon final determination. As stated in Response 2, classified sessions will be conducted after the release of the Draft RFP. Q5. Will the IDIQ be a single award? R5. Yes. Q6. Will this be a standalone IDIQ or a Task Order under RS3? R6. This will be a standalone contract. Q7. What is the convergence plan for Prophet Control (PC)? R7. There is no quote mark convergence quote mark plan for PC. The responsibility for providing PC capabilities has been subsumed by PM DCGS-A. PM Prophet has provided PS2 to DCGS-A to support the required analytical capabilities. Q8. Will technical characteristics of the common server architecture be provided/available before the draft RFP? R8. The Government does not intend to identify the specifics of the architecture. Server/processing requirements will be identified in the performance specification/performance work statement. Potential offerors should know that this will include the need to support any/all programs within PS2 (e.g.,Virtualization/VMs) and as required by their proposed systems. Q9. Will there be threshold and objective capabilities defined? R9. The Prophet CPD currently specifies threshold and objective requirements. For the purposes of this solicitation, there will be banded capabilities - Band A will be required capabilities; Band B will be desired capabilities. Q10. Will Sections L & M be published with the draft RFP? R10. Yes. Q11. Is there any overlap in the Prophet & MFEW charters that can help industry better plan for scope/requirements changes? R11. There is currently no specific relationship/overlap between the two programs/charters. Q12. Where does industry go for Redhawk compliance/certification without an existing ratified standard? R12. The Intelligence and Information Warfare Directorate (I2WD) within CERDEC is the Army's Redhawk Center of Excellence (COE) and our Science & Technology partners. They can be contacted at any time for additional information. Q13. With respect to SATCOM OTM, does the Mobile User Objective System (MUOS potentially offer a solution for this quote mark would be nice to have quote mark objective? R13. PM WIN-T is the responsible program office for all current/future Army network systems/solutions. Prophet systems currently run on the Trojan network, and will transition to WIN-T when a supporting architecture is available. Q14. How soon will technical specification information be released for the system. R14. The draft RFP is currently anticipated for release in 2/3QFY16, however many factors (e.g., funding availability) will determine the final solicitation/award schedule. Please continue to monitor FedBizOpps for future announcements/updates. Q15. For Standards Compliance, will Prophet align to the Mounted Android Computing Environment (MACE) for the vehicle end user devices? R15. There are currently no MACE requirements specific to the Prophet program. Q16. What would you consider the most pressing problem or deficiency that industry can help with as we move forward with Prophet? How important is this issue to the program? What one thing would you be willing to trade to get something else given the quote mark we cannot move backwards quote mark statement, if any? R16. Prophet system/program requirements will be identified in the RFP
