Description
The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to negotiate a sole source contract with Aplura LLC, 4036 Wildwood Way, Ellicott City, MD 21042 for acquisition of services to upgrade and configure the Reclamation wide monitoring and diagnostic software system (Splunk). Aplura shall provide professional consulting services as part of Operations and Maintenance (O&M) of Splunk that will include duties such as: - Coordinate and communicate with the assigned POC(s) to understand direction and requirements - Manage upgrades of Splunk and associated applications (apps) including ES as necessary - Adjust Splunk's configurations as necessary to meet the requirements provided by the POC(s), which include but is not limited to: - General Linux configuration to directly support Splunk - All Splunk server configurations (web, indexing retention, authentication, etc.) - All Splunk data onboarding operations (inputs, SQL, index-time configurations) - All Splunk data parsing operations (search-time field extractions, eventtypes, tags) - Management of existing apps - Creation of new apps (visual and non-visual) to meet the requirements by the POC - Maintain documentation including: what work has been done, what is left to do, and site-specific procedures documenting the Splunk environment. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Jennifer McCord at jmccord@usbr.gov by 12:00 pm MST, June 26, 2015, which shall be considered by the agency. Any information received will be treated as market research information for future same or similar requirements. The Contracting Office reserves the right to pursue the sole source negotiation or to compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since this synopsis is not a request for quote or a request for proposal. This procurement shall be awarded using FAR Part 13 Simplified Acquisition Procedures, NAICS code 541511, with an intended period of performance ending August 07, 2017. Anticipated award date is August 08, 2015.
