Description
The following are the questions received and the answers provided herein. Please see the amended solicitation that will be posted in Fedbiz Ops for details. Thanks. Question 1 Section L, Paragraph 2.2.1 references the PBSOW paragraphs as 3.2.1 Carrier (CV) Suitability, 3.2.3 - Technical Development Planning, 3.2.4 - Modeling and Simulation (M&S) Support for CV Supportability, 3.2.5 - Certification Planning, 3.2.9 - RelNav Landing Systems Requirements and Design Analysis and 3.2.11- Ship Integration. Please confirm that the numbering in Section L, Paragraph 2.2.1 should be 3.1.1, 3.1.3, 3.1.4, 3.1.5, 3.1.9, and 3.1.11 Answer : Yes. 3.1.1, 3.1.3, 3.1.4, 3.1.5, 3.1.9, and 3.1.11 Question 2 Section L, Paragraph 2.2.1 Understanding of Work, does not require the offeror to address the following PBSOW paragraphs: 3.1.2 Systems Engineering and System Acquisition Support, 3.1.6-Test and Evaluation Support, 3.1.7-Concept of Operations, 3.1.8-Data Link (DL) Technology Support, 3.1.10-Design Integration, 3.1.12-Aircraft Integration and 3.2.13 Program Management Support. Please confirm that this is correct. Answer : Yes, it is correct that Section L, Paragraph 2.2.1 Understanding of Work, does not require the offeror to address the following PBSOW paragraphs: 3.1.2 Systems Engineering and System Acquisition Support, 3.1.6-Test and Evaluation Support, 3.1.7-Concept of Operations, 3.1.8-Data Link (DL) Technology Support, 3.1.10-Design Integration, 3.1.12-Aircraft Integration and 3.2.13 Program Management Support. Question 3 Are any of the labor categories subject to SCA? Answer : No Question 4 Section C 11. 6 gives the minimum number of key personnel resumes requested in separate PDF files, and states, "The contractor shall provide key personnel resumes in data forms (PDFs) in the amount listed to the right of each labor category." Total page count for Workforce in Section L, 3.0 is 30 pages. Please confirm that the total page count for all the PDF files with key personnel resumes is 30 pages. Answer : Yes, the total page count for all the PDF files, with key personnel is 30 pages. Question 5 Section C 11. 6 requires 12 resumes for key personnel, However, the labor hour table in Section L-2, 2.1 shows hours for additional personnel in the following labor categories: Systems Engineer Test Engineer, Senior Engineering/Electronic Tech, Senior Systems Analyst, Senior Please confirm that the additional people in these categories are considered non-key personnel and resumes are not required. If resumes are required, please confirm that each resume should be submitted in a separate PDF, but that the total number of pages is still 30. Answer : The additional people in these categories are considered KEY personnel, but resumes are not required for these additional people. As stated above the total number of pages is 30. Question6 The following was given as the qualifications for the Program Manager category: Qualification 1: MS or MA degree in Business, Management, Engineering, Engineering Management, Business Administration, Computer Science or in an engineering discipline. AND • Twelve (12) years of professional experience shall be in Defense acquisition, three (3) years of which must have been in the previous six (6) years, in support of Navy Acquisition management; and a minimum of three (3) years supervisory experience. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management. Eight (8) of the twelve (12) years of experience shall be in managing Department of Defense (DoD) Air Traffic Control (ATC) projects or programs (technical). OR Qualification 2 • BS or BA degree in the areas of Business, Management, Engineering, Engineering Management, Business Administration, Computer Science or an engineering discipline and an additional four (4) years of experience can be substituted for an MS or MA degree. AND • Eight (8) years of experience shall be in managing DoD Air Traffic Control (ATC) projects or programs (technical). • Project Management Institute (PMI) Project Management Professional (PMP) certification. Does this mean that if the Program Manager has a master's degree in one of the required areas, he or she does not need a PMP certification? Answer: Yes If the candidate does not have a master's degree in one of the required areas, please confirm that he or she needs a PMP certification and the following: • Sixteen (16) years of professional experience shall be in Defense acquisition, three (3) years of which must have been in the previous six (6) years, in support of Navy Acquisition management; and a minimum of three (3) years supervisory experience. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management. Eight (8) of the sixteen (16) years of experience shall be in managing Department of Defense (DoD) Air Traffic Control (ATC) projects or programs (technical). Answer: if the candidate has Sixteen (16) years of professional experience as stated, he or she does not need the certification Question 7 The closing date is not reflected on the SF33. Answer : The closing date is July 21 2015 at 2.00 PM EST. Question 8 Clause 52.216-22 and 252.216-7006 in Section I reflect the incorrect contract end date. Answer: The correct end date is 21 February 2021 Question 9 Can the Government please confirm that written consent is only required from "principal subcontractors" and "critical team members" that will allow the government to coordinate potential past performance and/or cost/price issues with the Offeror per Section L., 1.0, vi.? Answer : Yes Question 10 Section L, paragraph 2.3.1.6 states, "...description of task order processing plan (proposing labor mix, lead times for proposal submittal". Please confirm that this is correct or provide corrected verbiage. Answer : Correct verbiage is: "...description of task order processing plan (proposing labor mix and lead times for proposal submittal". P l ease advise w h ere changes and additional so l i citati o n information w ill be posted. Answer: Fedbiz Ops - https://www.fbo.gov/index Question 12 Question Part I: On page 90 of the RFP, paragraph 2.2.1.1.1, the paragraph numbers do not match the PBSOW paragraph numbers, please correct. Question Part II: Since only a subset of the PBSOW requirements are to be addressed in the proposal, should we assume that if a contractor is found capable in performing this subset of tasks they are competent to perform all tasking in the base contract PBSOW? Answer Part I: Paragraph 2.2.1 should be 3.1.1, 3.1.3, 3.1.4, 3.1.5, 3.1.9, and 3.1.11 respectively. See the revised solicitation Answer Part II: The contractor will be evaluated on the requested criteria. Question 13 On page 96-97 of the RFP, in the tables, for travel, material and NMCI the dates are incorrect for the base year, please correct (22 Feb 16- 21 Feb 16 Answer: 22 Feb 16 - 21 Feb 17 Question 14 The CDRL cross-reference to the SOW are inaccurate, please remedy. For example, CDRLs A0024&A0026 both reference 3.2.4 rather than 3.1.4 Answer: A revised Solicitation and a revised CDRL List will be posted in Fediz Ops Question 15: Some CDRLS are clearly marked in the PBSOW "as required by individual task orders" (eg., A001 in3.1.1.1 and A005 in 3.1.2) while others do not have this designation (e.g., A008 cited twice in 3.1.2): is there a deliberate distinction in these citations? If so please provide an explanation. Answer: A revised Solicitation with additional wording to PBSOW paragraph 3.0 and deleting " as required by individual task orders" will be posted in Fedbiz Ops Question 16 It appears CDRL A008 "Capability Description Document (COD) i erroneously cited/associated with the statement, "Upon contract award, the Contractor' System Engineering process will be reviewed by the Government for completeness and acceptability." Please clarify the intent of A008 in this tasking or correct the CDRL citation. Answer: The CDRL A008 citation has been deleted from PBSOW 3.1.2. Question 17 The Contractor shall design and integrate... (SRGPS) prototype equipment." Please confirm that 3.1.10 Design Integration is limited to SRGPS prototype systems only and no other RelNav technologies or non-prototype systems are included in the scope of this task Answer : " The Contractor shall design and integrate Relative Navigation Landing System equipment. Integrations may be required in aircraft platforms, ship platforms, the fixed site and mobile van configurations. The design shall include hardware (HW) and software (SW) platform emulation, required HW interfaces to the host platform and all required hardware including sensors, data recorders, racks, wiring and connectors. The Contractor shall prepare and deliver integration design documentation for both the initial design and for the as-built configuration." See revised Solicitation to be posted in Fedbiz Ops Question 18 Certification Planning- explicitly requires ·'the development of a certification plan for ATC Operations in the CV environment." What is being certified? Additionally, please clarify the relevance of civil interoperability, RTCA, and flight in the National Airspace (NAS) to " ATC Operations in the CV environment Answer Part I: Fielded Shipboard Landing Systems, which include a RELNAV component. Answer Part II: See the revised solicitation particularly the PBSOW section. Question 19 All contingent key personnel hires shall have a letter of intent submitted under Volume 4. The letter of intent is a separate written agreement signed by the potential employee(s) to work for the offeror effective at contract award. Subcontractors and team members shall provide this information either separately or included in the prime contractor's submission of this document. All key personnel shall meet the minimum labor category qualifications in Section C. Does this mean that all letters of intent should be submitted as part of Volume 4, or can we submit each together with its accompanying resume as part of the Appendix A, Resumes, section of our Volume 2, Technical submission? Answer: Part of Volume 4 Question 20 In section 5.2, Contractor's Facilities, the Government calls out production equipment and storage spaces a necessary to fulfill the requirements of this SOW. Can these requirements be further defined including square footage of storage space and types of production equipment required? Answer NO
