- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation S811-00500 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. The 2012 NAICS code applicable to this acquisition is 541690. To be considered a small business under this NAICS, offerors must not exceed the $15M size size standard. The USDA National Centers for Animal Health (NCAH) has determined a requirement for nutritional consultation and support for the NCAH Dairy herd to meet goals as established by NCAH Research and animal care staff for herd comprised of 35-60 head Lactation Dairy Cows and 50-125 head Beef and Dry Cows. The Statement of Work requirement is detailed below. Any resulting award from this solicitation will be a fixed-price contract for a 12 -month period. Responsible offerors must be able to begin contract within 30 days of date of award. • Vendor shall provide balanced diet formulation for lactating and dry cattle based on: o NCAH supplied feed components (feed test results/guaranteed analysis provided by NCAH) o visual appraisal of cow condition o milk production, SCC, components records/results, etc. o feed intake records as available • Vendor shall conduct monthly visit to be scheduled within the same time frame each month and shall include: o re-evaluation of the current diets o Visual appraisal of condition of cows for feed adjustments o Visual inspection of feed components o review of any records as needed/available o Adjustments to feed rations as needed o Meet with Farm Manager and/or Caretaker Supervisor to review adjustments and findings o Meet with Research Staff during visit as requested o Meet with animal care staff for educational purposes to explain nutritional principles (not to exceed four times per year) o Provide monthly written report of recommendations, activities conducted, and feed ration adjustments. • Vendor shall demonstrate nutritional proficiency by providing dairy references - a minimum of three separate dairies - that currently use their services managing their nutritional program. • Monthly scheduled visits shall require vendor to check in with Security upon arrival and when leaving. Vendor will be escorted by Farm Manager, Animal Caretaker Supervisor, or designee while on premises. Award will be based on technical acceptability, evaluation of dairy references provided and best value to government.
