- NASA/MSFC has a requirement for a thermal model for the DST-13 engine with 20 nodes and intends to procure this item from Moog, Inc. The following spefications must be met: 1. Thermal Model for the DST-13 (thruster) with 20 nodes to be delivered in a format supporting Thermal Desktop and SINDA/FLUINT, with RADCAD being utilized to determine the radiative view factors between surfaces. Nodes will include details of the following locations as a minimum: valve interfaces, chamber wall (inner and outer), injector, manifold, and nozzle profile (inner and outer). The model should be able to generate thermal conditions over a range of duty cycles from the minimum pulse width up through steady state. 2. Adjustments to the thermal model as requested by the customer. 3. Support to APL/JPL incorporating the thermal model for the thruster into the integrated Europa Clipper spacecraft architecture. 4. Identification of any known duty cycles that could cause propellant to overheat. 5. Analytical and technical support for the model. 6. All support identified above should be covered by NTE TBD hours. Competition for this item is not praticable due to the following: 1. The DST-13 engine performance has been baselined for inclusion in the propulsion system. This engine was chosen following an extensive trade study that identified the specific requirements needed to complete mission objectives. Only a thermal model specific for this engine will allow for the completion of the required tasks. 2. The DST-13 engine is a unique offering in terms of performance, Ibit, rapid response, expected through-put, and repeatability compared to other engines in this thrust class. It is the only existing engine that meets the performance criteria identified. 3. In addition to the performance criteria, the DST-13 incorporates into its design a unique nozzle material. This high temperature alloy provides improved reliability with respect to micro-meteoroid impact. This alloy is one that NASA does not have much experience with, and this model will give insight into the overall thermal performance which would be difficult to replicate. 4. This engine is MOOG proprietary, and therefore, the model would not be available from other sources. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to MIRANDA LEWIS at miranda.lewis@nasa.gov not later than 4:30 p.m. local time on July 9, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
