Description
This notice is a synopsis in accordance with FAR 5.101 for a proposed contract action to Contract W52P1J-10-C-0062 published at least 15 days before the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The Army Contracting Command - Rock Island intends to award a modification to extend the existing Kuwait Base Operations and Security Support Services (K-BOSSS) contract W52P1J-10-C-0062 for the period of 29 September 2015 to 28 March 2016 in accordance with FAR clause 52.217-8, Option to Extend Services under the authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy Agency requirements awarded to Vectrus Systems Corporation (Vectrus). The contract period of performance was initially for a base year plus four option periods. FAR 52.217-8 was not evaluated at the time of award. The FAR clause 52.217-8, Option to Extend Services was included in the initial solicitation W52P1J-09-R-0065 originally synopsized May 5, 2009 as well as the original issuance of the contract W52P1J-10-C-0062 effective 29 September 2010, synopsized 04 October 2010. Exercise of the Option is in the best interest of the Government and is the most advantageous method of fulfilling the Agency's need for these services. The six month extension is intended to be awarded to Vectrus under FAR 6.302-1 when it is likely that award to any other source would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition, and (B) unacceptable delays in fulfilling the agency's requirements. The expected modification date for the current contract for the extension is no later than 14 July, 2015, effective 29 September 2015. The proposed modification will continue critical base operations and security support services throughout the Kuwait area of responsibility (AOR) including forms, publications, and reproductive services; Army postal operations; operations; logistics; information management; public works; environmental services; medical administrative support; installation services; security services; fire services; and emergency services. The following FAR clauses were included in the initial K-BOSSS solicitation and existing contract: 52.237-3, 52.217-8, and 52.217-9. All responsible source may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
