- The Government requests information regarding the technical capabilities of Small Business Administration (SBA) certified small businesses, to perform the requirements as outlined below. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any costs expended by any interested parties in responding to this notice. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. This is a sources sought notice only and is not a Request for Proposal (RFP). Background. For informational purposes only. The Department of the Interior (DOI), Office of Natural Resources Revenue (ONRR) is responsible for ensuring all revenues from Federal and Indian mineral leases, rentals, etc. are effectively, efficiently, and accurately collected, accounted for, verified, and disbursed to the appropriate recipients in a timely manner. Requirement. ONRR requests energy news subscription services which provide the following components: -Independent analysis of U.S., Candian, and Mexican gas markets including fundamentals data, price forecasting, and analysis of market developments -Monthly publication detailing North American natural gas production and price trends -Monthly publication detailing North American natural gas and LNG imports and price trends -Monthly publication detailing natural gas basis trends in key regional hubs including supply, demand and price analysis -Weekly publication providing analysis of EIA data regarding natural gas production and storage trends -Quarterly publication monitoring political and regulatory developments affecting the natural gas industry -Quarterly publication monitoring earnings and investment trends of natural gas producers -Daily updates on U.S. natural gas production levels and demand levels for natural gas in the industrial and power generation sectors -Periodic updates on the number of drilling rigs active in the U.S. and breakdowns of activity in key producing regions -Monthly updates on the supply and demand balances of natural gas liquids (NGL) -Weekly updates on propane stocks broken down by Petroleum Administration for Defense Districts (PADD) -Independent and in-depth analysis of worldwide crude and petroleum products markets, including fundamentals data, price forecasting, and insight into market developments and emerging trends -Weekly and monthly forecasts and analyses of global crudes and petroleum product trends -Ongoing, in-depth coverage of global and regional oil market developments and supply/demand fundamentals -Timely reports on breaking oil market developments -In-depth analysis of geopolitical trends for producing and consuming countries -Coverage of global refineries, drilling activities and key downstream intelligence -Key macroeconomic and weather data as they relate to global oil markets -Monthly forecast of world oil production, storage draws, and demand sectors -Monthly forecast of oil production in key North American producing regions -Monthly forecast of European crude oil markets -Monthly forecast of Asia-Pacific crude oil markets -Weekly analysis of DOE crude oil data -Weekly updates on drilling rig count for rigs targeting oil plays in the U.S. -Semi-annual reports on U.S. refinery turnaround seasons -Quarterly publication monitoring political and regulatory developments affecting the crude oil and petroleum products industries -Publications monitoring petroleum product supply and demand levels on a global scale -Quarterly publication monitoring crude oil demand in China and India -Global political risk analysis, strategy papers, and special reports -Weekly updates on political risk scenarios, financial market standings, and global equity markets -An online portal providing access to: natural gas, energy, petroleum products, and oil prices; an archive of publications included in the subscription service; historical and forecast prices for a large slate of global crude types and a wide array of petroleum products -Private briefings on natural gas and crude oil markets -Phone and email access to consulting staff and industry experts -An opportunity to be briefed on current topics and interact with full consulting staff on an annual basis -Client based pricing structure for white papers and studies prepared by the subscription service If your organization has the potential capacity to provide these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate information received from this Sources Sought to ascertain potential market capacity to provide ALL services consistent in scope and scale with those described above. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by July 2, 2015.
