- Encl 2_Past Performance Questionnaire_USTDA RFQ-CO201551175 RFQ CO201551175_Combined Synopsis Solicitation Encl 1_SF-1449_RFQ-CO201551175 (fillable) Encl 1_SF-1449_RFQ-CO201551175 with Clauses and Statement of Work This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and procedures in Subpart 13.1 as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quote (RFQ); quotations are being requested and written solicitation will not be issued. This solicitation is being issued In Accordance With (IAW) FAR Subpart 13.104. The Government will award a contract resulting from this solicitation to the RFQ respondent who is deemed responsible and is determined, based on the evaluation factors, to represent the best value to the Government. This procurement is a 100 percent Small Business Set-Aside with a small business size standard of $15M annual sales under NAICS Code 541690. Award is limited to U.S. Firms or U.S. individuals. Contractor and subcontractor personnel used shall be either U.S. citizens on non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. The Government intends to award a Firm-Fixed-Price (FFP) contract Cost Reimbursable Line Items for Other Direct Cost which includes travel. Travel will be required during the performance of this contract. No profit or fee shall be added to travel. The U.S. Trade and Development Agency ("USTDA") requires services under this non-personal services Contract to develop a resource guide for U.S. industry on priority transportation projects in Brazil. USTDA seeks the services of a contractor ("Contractor") with relevant technical expertise to evaluate and profile priority infrastructure projects in the transportation sector in Brazil. The priority transportation projects profiled by the Contractor in the resource guide should help to foster U.S. export opportunities related to the development of priority transportation projects that advance sustainable infrastructure and economic growth in Brazil ("Host Country"). The Contractor will travel to Brazil to identify and evaluate priority transportation project opportunities that are being developed by the public and private sectors in the region. The Contractor will meet with key multilateral financing entities, including the IDB, World Bank, and the Brazilian National Development Bank (BNDES). The Contractor will also meet with key U.S. government financing agencies, including the Export-Import Bank of the United States.
