HSCGG1-15-B-RENOSANDHVACROLAND REPLACE HVAC SYSTEM TRAINING ROOM AND CLASSROOM ROLAND HALL, USCG ACADEMY, NEW LONDON, CT PROJECT #3441162 SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, with a Small Business Size Standard of $36.5 Million. The estimated value of the procurement is between $250,000.00 and $500,000.00. Bid, payment and performance bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, capability and bonding capacity to provide construction services required to completely replace the HVAC system and renovate the trainer's space in Roland Hall as indicated on the drawings. The existing space shall have two CMU walls removed and two new gypsum board walls erected for smaller spaces to conform to HIPAA guidelines. The existing terrazzo type floor has several cracks and shall be completely removed and replaced with a new resinous solid covering floor system similar to a cementitious terrazzo type solid floor. The existing storage space concrete deck will be ground down to a level required for the new resinous floor covering. The concrete slab shall have all cracks repaired with a waterproof epoxy designed for this type of crack repair. The space will be completely repainted, the existing fluorescent lighting will be replaced with LED lighting and a new suspended acoustic ceiling tile and grid will be installed. The existing ductwork will be reworked from the mechanical room. The existing air handler, condensing unit, and insulated duct serving the trainer's space shall be completely removed. New duct will be run above the ACT and new diffusers installed. Existing sprinkler system shall have the heads extended down to meet the level of the ACT and changed with new heads for suspended ceilings. New mechanical equipment will be installed in the mechanical room #259 including insulating all ductwork for the AC that will be installed. New VAV boxes will be installed and new chiller unit on a new concrete pad as indicated on the mechanical drawings. New electrical shall be run throughout the Trainer's spaces and for the new mechanical equipment. The overall performance period for this project is 36 weeks from issuance of Notice to Proceed. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor; (b) a statement identifying your certified small business designation (if any); (c) evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals; and (d) evidence of specialized experience similar in scope and magnitude to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers and (e) a positive statement of intent to perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Your response is required no later than 1 JULY 2015. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
