Description
We have received questions regarding Task 3 and are providing the following clarifications: Per Task 3, the Contractor, taking into account the Grantee's needs, shall determine the most appropriate facilities to visit and budget accordingly. The proposed site visits for the energy storage project facilities should be in line with the objective of the Technical Assistance and its key stakeholders, including the Grantee, utility representatives, and regulators. In particular, the following uses/applications of energy storage should be considered: 1. Wind/Solar energy generation time shift 2. Wind/Solar capacity firming 3. Grid ancillary services (Frequency support/voltage support) It is also important to the Grantee that all the following 3 types of energy storage technologies are covered: a) Lithium ion b) Sodium Sulphur c) Flow batteries Within the 10 business day timeframe allotted for the study, it is envisioned that a minimum of 3 and maximum of 5 locations would be visited. For the 5 personnel traveling whose costs the Contractor would be responsible for, it is envisioned that 2 would be from New Delhi, 2 from Hyderabad (Andhra Pradesh), and 1 from Gandhinagar (Gujarat). Costs for lodging and meals associated with the event: The Contractor should use GSA per diem rates as a guide Ground transportation: The Contractor should assume that none of the study tour participants would be able to drive themselves within the USA. We have received questions regarding the availability of travel insurance for the study tour delegation and are sharing the following suggestions from IEDCL: Travel Insurance is widely and easily available in India. We would encourage you to speak with your company's India travel office if applicable. You may also look at companies like ICICI Lombard, Tata AIG, and the numerous other insurance companies in India. We have received the following additional questions: Q: With regard to Task 6 and Task 10, we did not see a "Social Impact" requirement under either Task; Please confirm that a "Social Impact" assessment is not required as part of the Terms of Reference. A: The selected offeror would be responsible for completing the tasks specified in the Terms of Reference. No social impact assessment report is required. Q: What are the expectations on the level of details from the deliverables under Task 6 and Task 10? Does the impact assessment have to be project location specific or more strategic in nature? A: Under Task 6 : The TA needs to assess the development impact of the project in terms of infrastructure, human capacity building, technology transfer, productivity enhancement and environmental benefits for the whole Project specific to energy storage technologies. Under task 10: For the complete 1.15 GW project, IL & FS Energy Development Company Limited (IEDCL) expects from Environment Impact Assessment (EIA) that concerns specifically towards the energy storage component be addressed. Q: Will the assessment cover the entire project area or only the storage project? A: The EIA should mainly focus the energy storage component of the project. Q: As the 27MW Ananthpur project is in a fast track mode, would a specific environmental and social impact assessment be required under Task 10 of the overall Terms of Reference? A: The TA needs to prepare a detailed project report (DPR) for 27 MW project. The DPR should include specific environment and social impact assessment for whole Phase -1 (A) 27 MW project (wind, solar & energy storage) as per IFC/WB norms. Q: What are the reference standards for the assessment? Can we assume that the environmental studies are required to be undertaken to IFC's Performance Standards and applicable WB/IFC EHS Guidelines along with Indian regulations? A: The environment study needs to be as per the standard of multilateral lending agencies like WB/IFC. This should help Indian Regulators to have EIA norms for energy storage, if need be (based on US experience). As per Indian Regulations, no environment impact study is required for wind/solar projects. Q: Are any separate studies required to cover biodiversity and livelihood aspects or will they be integrated into the scope of the EIA under Task 10? A: For Phase-1 A (27 MW)- It needs to be as per standard of WB/IFC norms. Bio-diversity & livelihood issues are not required to be investigated for the rest of the Project. Q: IEDCL has acquired 170 acres of land (which has their pilot 6.5 MW WF) in Ramgiri, AP and 1500 ha in Nana Lajya, Gujarat. Have any assessments on environmental and social parameters been carried out? If so, will these be made available to the successful bidder? A: No assessment has been carried out so far. Q: What is the present status of acquisition for 2500 ha in Ramgiri for the entire 1000 MW integrated project? A: IEDCL would support the TA for accessing the whole area. The TA should not be concerned about the land acquisition. Q: In addition to some specific site visits, will Task 10 involve any primary data generation on environmental parameters or will secondary data and that available with IEDCL suffice for the assessment? A: For Phase-1 A (27 MW), It needs to be as per standard of WB/IFC. For rest of the Project, TA may use secondary data. Q: Will environmental specialists also require accompanying the larger team for the study tour? A: EIA is not the main focus of the Project TA and so it is choice of the bidder to have environment specialist with the study tour or not. Q: What will be the expected timelines for the Task 6 and 10 components within the overall study schedule? A: This is left to the design/structuring of the bidder. Note EIA is a concern (towards energy storage component) but not the only & main objective of the project.
