- In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technical Laboratory (NETL) intends to award a purchase order on a sole source basis to TA Instruments - Waters L.L.C. for the purchase of a Thermogravimetric analysis (TGA) High Pressure Gravimetric Analyzer 220V, a differential scanning calorimeter (DSC)/TGA for heat of reaction measurements up to 1500 C, and the following support items listed. TA Instruments is the only known U.S. company that manufactures high pressure/high temperature TGA units with steam capability; and TA instruments is only known company in U.S. that makes DSC/TGA operational at this temperature range. Item 00001 - 810030.902 TGA-HPs High-Pressure Gravimetric Analyzer 220V: 1 each - It also includes a steam generator for use in coal gasification and related studies. Item 00002 - 954000.901 Discovery TGA: A premium performance research grade TGA 1 0.00 0.00 - 1 each - featuring a sensitive vertical thermo-balance. Item 00003 - 922000.901 Discovery Common Cabinet: Combines with the Discovery DSC and/or Discovery TGA to form the Discovery Series System. The Discovery Common Cabinet includes a universal power supply (100-220V AC, 50-60 Hz) for compatibility with worldwide electrical standards. - 1 each. Item 00004 - 954160.903 Four-Channel Gas Delivery Module (GDM): The Four-Channel Gas Delivery Module (GDM) provides gas handling and control capabilities for the Discovery TGA - 1 each. Item 00005 - 957349.901 Discovery TGA or Q5000 IR MS Interface Kit (w/o l library) - 1 each. Item 00006 - 251471.002 DSL Router with 4-Port Switch: for communication between an external controller and Thermal and Rheology instruments - 1 each. Item 00007 - 961000.901 Q600 SDT Simultaneous DSC-TGA - 1 each. Item 00008 - 271002.002 Q600 Mass Spectrometer Interface Kit (without library) - 1 each. Item 00009 - 999800.602 Lifetime Support Plan (LSP) for Q400/Q500/Q600/Q800 - 1 each. Item 00010 - 999800.613 Lifetime Support Plan (LSP) for Discovery Thermal Instruments: The LSP is a comprehensive support plan - 1 each. Item 00011 - 999800.622 Lifetime Support Plan (LSP) for TGA HPs: The LSP is a comprehensive support plan, designed to provide improved instrument performance, increased uptime. To the best of NETL's knowledge, TA Instruments is the only known U.S company that can provide these items/type of service. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on July 6, 2015. Responses must be submitted in writing to Robert.Mohn@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
