- Contract will consist of conducting pre-placement condition surveys and placement of approximately 700,000 cubic yards of sand from the Great Egg Harbor Inlet borrow area (roughly 5,000 feet offshore) onto beaches of Ocean City, New Jersey anywhere from the groin at Seaview Road at 36th Street, depending on latest beach conditions at time of construction. Salient information: a) The beachfill material for this contract must come from the one authorized borrow area located approximately 1.5-3 miles offshore of the project shoreline in the Atlantic Ocean. b) A hydraulic dredge could be used to re-nourish this beach area due to the short transit to the beach fill area. c) Beachfill material from any other source, including trucking from upland sources will not be allowed under this contract. d) Contract will include 3 Options to place 100,000, 150,000, and 200,000 additional cubic yards of sand.. e) There will be no crossovers, dune grass, or sand fence. f) The successful contractor must have considerable knowledge, capacity, and resources to perform the required construction services. g) The awarded contract will contain Liquidated Damages at a rate to be specified in the Solicitation. Solicitation No. W912BU-15-B-0007 will be issued on or about 10 July 2015, as an Unrestricted Invitation for Bids. Bid opening will be conducted 11 August 2015 at 11:00 a.m. Bonding will be required; at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required. The award will be made as a whole to one bidder in accordance FAR Part 14 Procedures. The contract period of performance is 5 months and due to an environmental restriction, the contractor must be finished no later than 1 March 2016. Estimated cost range of this project is $10,000,000.00 to $25,000,000.00 and the NAICS code for this project is 237990 (SIC 1629) with a size standard of $27.5 million dollars. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. The solicitation will contain FAR 52.222-38 Compliance with Veterans' Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans' Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
