- Atch B Questionnaire RFI Cover Letter Attachment A USCYBERCOM Requirement Atch C Corporate Capabilities Atch D Corporate Experience Atch E Security Requirements This Request for Information (RFI) is being issued by the General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM), on behalf of the United States Cyber Command (USCYBERCOM). FEDSIM is partnering with USCYBERCOM to develop a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle dedicated to providing mission support services to USCYBERCOM and the Cyber National Mission Force (CNMF). Note that this is not a request for quotes. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. As detailed in the attached "RFI Cover Letter," respondents to this RFI should be aware that the Government is seeking respondents who can demonstrate their ability to meet the scope and requirements of the USCYBERCOM effort described within USCYBERCOM Requirements (Attachment A) of this RFI. Specifically, interested respondents are requested to complete a Questionnaire, provide a Corporate Capabilities Package, and provide Corporate Experience Sheets in order for the Government to conduct an initial review of market capabilities. (See additional attachments) The purpose of this RFI is to assist the Government in locating potential Small Business sources with the ability to satisfy its requirement. Small Businesses that are certified and qualified under NAICS code 541512: Computer Systems Design Services with a size standard of $25.5 Million are encouraged to respond. RFI Responses All responses MUST be submitted electronically directly to the FEDSIM Contracting Officer (CO), Contract Specialist (CS) and Project Manager (PM) no later than (NLT) 11AM EST on June 25, 2015 directly to the following email addresses: Robert Wade, CO: robert.wade@gsa.gov Brittney Chappell, CS: brittney.chappell@gsa.gov Chip Ward, PM: chip.ward@gsa.gov No phone calls will be accepted. Please DO NOT send questions in a PDF format/file. The page limit for responses shall not exceed ten pages, and have no smaller than 12 point font, and with one inch margins all around. Any additional capability statements, white paper or other brochure materials should not be provided. The ten pages should include the following: ● Cover Page shall be no longer than one page in length ● Questionnaire shall be no longer than one page in length ● Corporate Capabilities Package shall be no longer than two pages in length ● Corporate Experience shall be no longer than six pages in length (two pages for each example of Corporate Experience). All corporate experience should reflect scope relevant to this acquisition. Any comments, concerns, and/or questions regarding this requirement must be emailed to the CO at robert.wade@gsa.gov and CS brittney.chappell@gsa.gov at least three Government work days prior to the RFI due date identified above with USCYBERCOM RFI in the subject line. FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997): The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although the terms "proposal" and "respondent" are used in this RFI, your response will be treated as information only and shall not be used as a proposal.
