- Synopsis: The US Army Natick RDEC seeks textile material or garment submissions which passively provide and/or create a cooling effect for the wearer when working in hot dry or hot wet environments. Description: The US Army Natick Soldier Research, Development, and Engineering Center (NSRDEC) is conducting a market survey to identify manufacturers and vendors of textile materials and/or garments that provide or create a cooling effect to the wearer when operating in hot dry or hot wet environments. The intent of this Request for Information (RFI) is to evaluate novel technologies that can be incorporated into Army uniforms or uniform components, thereby imparting a perceived and/or quantifiable improvement in comfort to the Warfighter. The textile/garment technologies must be passive in nature and may provide a cooling effect to the wearer's skin, core, or both. Textile technologies can be, but are not limited to minerals, plant derived, phase change, moisture management, or moisture utilization materials. In addition, the technologies must be sewable, launderable, and durable. The technologies will be assessed quantitatively and qualitatively using standard textile material tests as well as by using measured and perceived differences in skin temperature. In response to this RFI, interested respondents shall submit the following to enable the NSRDEC to evaluate the viability and benefits of the proposed technologies: 1.Fact Sheet or White Paper including material (fabric or garment) description, identification of textile blend, technical performance characteristics including cooling capabilities; discussion on how product achieves cooling capabilities in hot dry and hot wet environments; discussion on assembly/sewing performance, cleaning/laundering methods, and durability performance; illustrations/photographs with descriptive information, and applicable Safety Data Sheets (SDS). The finished materials/products shall not present a dermal health hazard when used as intended. 2.Cost and Availability: Fabric: Cost (dollars) per linear yard, fabric width, current colors (especially ones suitable for Military clothing), style number if applicable, and current production availability. Garment: Cost (dollars) per garment, number of sizes, size chart (measurements) for specified sizes, current colors (especially ones suitable for Military clothing), and style number if applicable. 3.For physical submission either fabric and/or garment: Textile fabric submission: Two (2) to five (5) linear yards, open width in any color or available print. Garment submission: One size medium regular in any color or available print. Properly label textile fabric or garment submission with technical identification and company information. 4.Respondents shall provide full company name, address, telephone number, primary contract(s) with e-mail address, website, and CAGE code. 5.The Government is also requesting that restrictive or propriety markings not be used in response to this RFI. If submitting propriety information, all properly marked proprietary information will be appropriately handled. This Market Survey is for information purposes only and does NOT bind the U.S. Government to any type of contracting action, or guarantee any purchase by the U.S. Government. Submittals: Responses including fabrics, garments, and supporting data documentation for this RFI are due no later than Friday, 17 July 2015 at 1200 EST. The written submissions are limited to ten (10) pages must be electronically submitted in MS WORD, MS EXCEL, MS POWERPOINT, and/or PDF to denise.m.tolliver.civ@mail.mil. Physical fabric or garment submissions must be properly labeled and sent under separate cover to the fabric or garment submission address. Do not send questions with proprietary content. No telephonic submission will be honored. ALL PRODUCT information shall be submitted at no cost or obligation to the Government.
