Description
SOURCES SOUGHT NOTICE FOR LEASED SPACE DEPARTMENT OF VETERANS AFFAIRS (VA) REQUEST FOR LEASE PROPOSALS No. VA256-15-R-0775 LAFAYETTE, LA The Department of Veterans Affairs (VA) is seeking to lease a minimum of 5,000 net usable square feet (NUSF), and up to 6,975 NUSF of space for use by VA as an Outpatient Clinic in the Lafayette, LA. Rentable square footage needed to accommodate the usable square footage required will differ from building to building. VA will only consider existing buildings. The space must be located on no more than one (1) contiguous floor; first floor space is preferred. If space offered is on not on the first floor, a minimum of one passenger elevator and one freight elevator must be provided. NUSF is generally defined as the space remaining once common areas, lessor areas, and areas required by code are deducted from the rentable square feet of the facility. NUSF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must be able to comply with the Americans with Disabilities Act and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. The building must be constructed of masonry, concrete, or steel framing. On-site parking lot must accommodate the greater of: (i) local code required pro-rata share of parking allotted to the building for the duration of the lease term or (ii) a minimum of 5 spaces per 1,000 square feet leased. Parking spaces must be standard sized and dedicated for VA use. Handicapped parking spaces must also be provided pursuant to local code and the building and parking area must be fully accessible meeting all requirements of Architectural Barriers Act Accessibility Standards(ABAAS). The offered space: "Shall meet Federal and State Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. "The offered space shall be fully serviced. "Hours of operation: 7:30am to 5:00pm Monday through Friday, but accessible to VA personnel 24 hours per day, 7 days per week. "Building shall not be in the 100 year flood plain. "Space shall not be next to a bar, liquor store or like establishment. "Space shall not be located near a residential hotel; and "Space shall not be located near an area where it is known that illegal activities occur such as illegal drugs sales. "It is preferred that the space be located on the ground floor, if not possible, it must have an existing ADA compliant elevator "Access to the space from parking must not involve traversing a busy road, highway or other thoroughfare. "Space must be available for occupancy no later than December 15, 2015. "A market survey of the offered space will be conducted by the VA, the results of which will determine the final NUSF required. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING INFORMATION, AS KNOWN OR AVAILABLE. PLEASE NOTE THAT TIME IS OF THE ESSENCE. PLEASE PROVIDE AS MUCH INFORMATION AS POSSIBLE TO ENABLE VA TO EVALUATE YOUR OFFERED PROPERTY. VA RESERVES THE RIGHT TO ELIMINATE A PROPERTY THAT FAILS TO PROVIDE SUFFICIENT INFORMATION. Submitted Building Information shall include: (1)Building Address (2)Location on map demonstrating the building is within the delineated area (3)Ingress/egress to street(s) (4)Evidence of proper zoning for medical office use (5)FEMA map evidencing that the property lies outside the 100-year floodplain (6)Narrative and map depicting proximity to the nearest bus and/or train stop (7)Access to building from major transportation routes (8)Brokers, developers, or legal representatives must show written acknowledgement and permission to represent and develop the property (9)Property Owners and/or developers must provide written proof of ownership or non-contingent control of property at the time of submission of initial bids (10) Specific information on site ownership and any known title issues, defects, deed restrictions and encumbrances (11) Describe any future development affecting the site including neighboring projects and road/public utility line construction In addition: (1)Age of building and owner (2)Total existing net usable square feet being offered (3)Block or floor plan of space proposed for offer (4)Identification on site plan demonstrating location of parking to be dedicated for VA's use Location: The delineated area is defined by the area beginning at the intersection of E. Pinhook Rd. and Jefferson St., and proceeding: - NW on Jefferson Street to Johnson Street -NE on Johnston Street to US 90 -N. on 90 to Simcoe Street -E. on Simcoe Street to N. Sterling Street -N. on Sterling Street to Goldman Street -W. on Goldman Street to 167 (Evangeline Throughway) -S. on 167 to US 90/Cameron Street -W. on US 90/Cameron St. to Rt. 93/Westgate Rd. -S. on Rt. 93/Westgate to Dulles Dr. -W. on Dulles Dr. to Rue du Belier -S. on Rue du Belier to Rt. 724/ Duhon Rd. -E. on Rt. 724/Duhon Rd to US 167 -S. on US 167 to Rt. 733/E. Broussard Rd. -SW on Rt. 733/E. Broussard Rd. to Rt. 92/E. Milton Ave. -E. on Rt. 92/E. Milton Ave. to Rt. 339/Verot School Rd. -N. on Rt. 339/Verot School Rd. to Rt. 182/W. Pinhook Rd. -N. on Rt. 182/W. Pinhook Rd. to intersection of E. Pinhook Rd. and Jefferson St. Submitted properties must be within this area and be no more than 2 blocks from a public transportation route. Lease Term: A lease firm term of up to seven (7) years may be considered but is not guaranteed. Market Survey: VA will conduct a market survey to evaluate all properties submitted in response to this requirement that meet VA's minimum criteria. The Contracting Officer will make an initial evaluation to determine if the offered building/site meets VA's criteria as listed within this advertisement.
