- The U.S. Army Contracting Command - Aberdeen Proving Ground, Belvoir, on behalf of U.S. Army Research, Development and Engineering Command, Communications-Electronic Research Development and Engineering Command, Night Vision Electronic Sensor Directorate, intends to release a sole source Request for Proposal for W909MY-15-R-D007, Humanitarian Demining (HD) Handheld Standoff Mine Detection System (HSTAMIDS) based detectors on or about June 30, 2015. The Government requires the further improvement on the capability and effectiveness of the HD HSTAMIDS detectors. HSTAMIDS is a dual sensor mine detector that uses Ground Penetrating Radar (GPR) coupled with an improved metal detector, integrated algorithm suite, and enhanced audio features to provide a handheld detection capability, enabling the detection of all types of landmines. HSTAMIDS provides an improved capability over any other available device for detection of metallic and low-metallic mines. HSTAMIDS-related detection systems include REV4, REV5, REV6, REV7, DELTA deep search detector, and REV8 systems. The HD Research & Development (HD R&D) Program leverages the capabilities of these detectors and utilizes them in the humanitarian demining efforts to maximize their effectiveness in support of the operations. HD R&D needs to conduct research in algorithm to maximize the system capabilities utilizing the country/region specifics and target specific knowledge to fine tune each detector to the highest potential. Several of the aforementioned detectors have been, or soon will be, deployed in the field and it is imperative to establish sustained hardware, software and technical support in order to achieve complete successes. The RFP will be issued on a Other than Full and Open Competition under authority 10 U.S.C. 2304(c)(1), FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to L-3 Communications Security and Detection Systems, Inc. CyTerra Division, (known as CyTerra), 10E Commerce Way, Woburn, MA 01801-1044. The CAGE Code is 1N8S3. CyTerra acquired the intellectual property, to include the technical data package, background rights and all of the physical assets associated with the HSTAMIDS Program. Additionally, the Contractor developed and patented unique technology used in the HSTAMIDS Program, the circularly polarized antenna and its software algorithm, quote mark Real-time Background Adaptation quote mark. This technology is a crucial factor to making their hardware effective in locating small mines. CyTerra is the sole developer of HSTAMIDS and is the only source with the technical expertise and experience capable of performing the required work and services on the HSTAMIDS and its variants. The anticipated proposal due date is estimated at 30 days after release of the solicitation. The Government intends to award a Cost-Plus-Fixed-Fee (CPFF) contract. The period of performance will be 48 months. This notice is NOT A REQUEST FOR PROPOSALS. The official release of the Request for Proposal (RFP) will NOT be posted on the internet at the Army Single Face to Industry (ASFI) website. All responsible sources may submit a proposal which shall be considered. For all responsible sources interested in proposing against the subject solicitation, it is the source's responsibility to contact the below point of contact (POC) to request an electronic copy of the RFP. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents.
