- THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. The Charlie Norwood VA Medical Center (1 Freedom Way # 21, Augusta, Ga. 30904) seeks the availability of potential sources/vendors for the following equipment and/or supplies. Vender shall provide all certified technical supervision, technical labor, and special equipment to repair S2 elevator in building 801. Vendor shall furnish all required labor and material to replace the defective S2 machine with new make necessary, controller changes, provide cuts to machine room floor where necessary, and protect flooring during machine move. The intent of the project is to change the machine and adjust controller to the latest National Elevator Code A17.1, as well as upgrades defined in the solicitation and VA design criteria. The purpose of this is to ensure performance of the elevator is in accordance with the applicable code requirements. SEE COMPLETE STATEMENT OF WORK BELOW: All interested vendors are invited to provide information to contribute to this sources sought including, commercial market information. Questions will not be entertained at this time. Respond only to the requested information and questions 1-9 below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), HUBZone, 8 (a), small, small disadvantage, woman owned small business, or large business) relative to NAICS 339113, Surgical Appliance and Supplies Manufacturing. Please note that this NAICS code is for prosthetic appliances and supplies manufacturing. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES INCLUDING POSTAGE AND SHIPPING WILL ARISE AS A RESULT OF THE SUBMISSION OF INFORMATION. Statement of Work Project Title: S2 Elevator Machine/Controller Change A.Introduction/Background Vender shall provide all certified technical supervision, technical labor, and special equipment to repair S2 elevator in building 801. Vendor shall furnish all required labor and material to replace the defective S2 machine with new make necessary, controller changes, provide cuts to machine room floor where necessary, and protect flooring during machine move. The intent of the project is to change the machine and adjust controller to the latest National Elevator Code A17.1, as well as upgrades defined in the solicitation and VA design criteria. The purpose of this is to ensure performance of the elevator is in accordance with the applicable code requirements. Change consists of the substitution of a device component, or subsystem in its entirety. It shall be with a unit that meets the factory design performance of the machine which is to be replaced with the exact machine as the original for the purpose of ensuring performance in accordance with applicable code requirements. The age of the existing machine which is to be replaced may require a change from DC machine to an AC voltage operated machine. B.Objectives The objective of this project is to replace the S2 elevator. Renovation includes but is not limited to: A.Hang elevator to get weight of car, counterweight, and ropes off machine. B.Secure and cut hoist ropes to remove from machine room. C.Dismantle existing machine and remove to dock. D.Identify and make new cuts in floor for new rope passage. E.Move new machine from dock to Elevator Control Room. F.Set new machine in proper place. G. Perform elevator controller wiring changes. H. Re-rope elevator. New ropes pulled on with old ropes. I. Start-up system and test/Adjust System. J. Perform Category 5 test with inspector/consultant. K. Return elevator for public use. CONSTRUCTION SECURITY REQUIREMENTS A.Security Plan: 1.The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project. 2.The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations. B.Security Procedures: 1.General Contractor's employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. 2.For working outside the "regular hours" as defined in the contract, The General Contractor shall give 3 days' notice to the Contracting Officer so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section. 3.No photography of VA premises is allowed without written permission of the Contracting Officer. 4.VA reserves the right to close down or shut down the project site and order General Contractor's employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer. C.Key Control: 1.The General Contractor shall provide duplicate keys and lock combinations to the Resident Engineer (COTR) for the purpose of security inspections of every area of project including tool boxes and parked machines and take any emergency action. D.Document Control: 1.Before starting any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of "sensitive information". 2.The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project. E.Motor Vehicle Restrictions 1.Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies. 2.Separate permits shall be issued for General Contractor and its employees for parking in designated areas only. FIRE SAFETY A.Applicable Publications: Publications listed below form part of this Article to extent referenced. Publications are referenced in text by basic designations only. 1.American Society for Testing and Materials (ASTM): E84-2008Surface Burning Characteristics of Building Materials 2.National Fire Protection Association (NFPA): 10-2006Standard for Portable Fire Extinguishers 30-2007Flammable and Combustible Liquids Code 51B-2003Standard for Fire Prevention during Welding, Cutting and Other Hot Work 70-2007National Electrical Code 241-2004Standard for Safeguarding Construction, Alteration, and Demolition Operations 3.Occupational Safety and Health Administration (OSHA): 29 CFR 1926Safety and Health Regulations for Construction B.Fire Safety Plan: Establish and maintain a fire protection program in accordance with 29 CFR 1926. Prior to start of work, prepare a plan detailing project-specific fire safety measures, including periodic status reports, and submit to Contracting Officer for review for compliance with contract requirements in accordance with Section 01 33 23, SHOP DRAWINGS, PRODUCT DATA AND SAMPLES Prior to any worker for the contractor or subcontractors beginning work, they shall undergo a safety briefing provided by the general contractor's competent person per OSHA requirements. This briefing shall include information on the construction limits, VAMC safety guidelines, means of egress, break areas, work hours, locations of restrooms, use of VAMC equipment, etc. Documentation shall be provided to the Resident Engineer that individuals have undergone contractor's safety briefing. C.Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces in accordance with NFPA 241. D.Separate temporary facilities, such as trailers, storage sheds, and dumpsters, from existing buildings and new construction by distances in accordance with NFPA 241. For small facilities with less than 6 m (20 feet) exposing overall length, separate by 3m (10 feet). E.Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with the Resident Engineer (COTR) and facility Safety Manager. F.Egress Routes for Construction Workers: Maintain free and unobstructed egress. Inspect daily. Report findings and corrective actions weekly to Resident Engineer. G.Fire Extinguishers: Provide and maintain extinguishers in construction areas and temporary storage areas in accordance with 29 CFR 1926, NFPA 241 and NFPA 10. H.Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30. I.Existing Fire Protection: Do not impair automatic sprinklers, smoke and heat detection, and fire alarm systems, except for portions immediately under construction, and temporarily for connections. Provide fire watch for impairments more than 4 hours in a 24-hour period. Request interruptions in accordance with Article, OPERATIONS AND STORAGE AREAS, and coordinate with Resident Engineer (COTR). All existing or temporary fire protection systems (fire alarms, sprinklers) located in construction areas shall be tested as coordinated with the medical center. Parameters for the testing and results of any tests performed shall be recorded by the medical center and copies provided to the Resident Engineer. J.Smoke Detectors: Prevent accidental operation. Remove temporary covers at end of work operations each day. Coordinate with Resident Engineer. K.Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B. Coordinate with Resident Engineer. Obtain permits from facility Resident Engineer at least 48 hours in advance. Designate contractor's responsible project-site fire prevention program manager to permit hot work. L.Fire Hazard Prevention and Safety Inspections: Inspect entire construction areas weekly. Coordinate with, and report findings and corrective actions weekly to Resident Engineer. M.Smoking: Smoking is prohibited in all buildings. Smoking is prohibited except in designated smoking rest areas. N.Dispose of waste and debris in accordance with NFPA 241. Remove from buildings daily. O.Perform other construction, alteration and demolition operations in accordance with 29 CFR 1926. C.Scope of work Replace all movable parts with matching existing parts. Replace safety features with matching existing parts to ensure elevators are performing accordance with code requirements. Replace the controller with an identical one or one that is of better quality. Replace current motor with equivalent motor or one on the same level, or better quality. All parts and materials must comply with the Buy America Act. D.Performance Contractor must comply with Life Safely Code. Contractor shall work within all Infection Control requirements provided by Government Personnel. Contractor will provide and use sticky pads and covers so debris cannot be transmitted outside of work area. HOURS OF WORK: Work is to be accomplished during the week Monday through Friday. Working hours shall be between the hours of 8:00AM - 4:00PM each day. At the end of each work day, space shall be left clean and free of tools and debris.
