- Sources Sought Notice - JSA ESH&Q Building June 15, 2015 ESH&Q Building - Sources Sought Notice The Thomas Jefferson National Accelerator Facility (Jefferson Lab) is seeking sources to compete for award of a construction subcontract of the EHS&Q building on the Jefferson Lab site in Newport News, Virginia. Jefferson Lab is a Department of Energy, Office of Science nuclear physics research facility operated by Jefferson Science Associates. Jefferson Lab supports a growing national and international community of scientific users conducting forefront science, applying core competencies to advance science and national goals. The Department of Energy sponsored research facility includes multifunctional structures located on approximately 180 acres in Newport News, Virginia. Structures house administrative, industrial processes, manufacturing and assembly, laboratory activities, and experimental facilities with low-level electromagnetic and ionizing radiation. This sources sought notice is for an experienced contractor to construct a 12,000 square foot office/lab building. The building will house efficient open and private offices, specialized labs and testing spaces. The new building is a one story steel framed building with steel stud backup, slab on grade with electrical and mechanical systems. Exterior cladding includes formed metal panels and insulated metal panels. Building features include a sustainable workspace maximizing on natural daylight with tubular skylights, and energy efficient mechanical systems including packaged DX DOAS with energy recovery and variable refrigerant volume (VRV) heat recovery system. Site work will include surveying, erosion control measures, re-routing and alterations of storm drainage, cryogenic piping burial, fire department connections, and parking/access pavement design. In addition, the project has provisions for a future underground rain water collection tank. An existing adjacent building will be in operations during construction and access must be maintained and protected during construction. Interference with this operation must be kept at a minimum. The subcontract award will be based on technically acceptable, low bid criteria. Interested bidders must have experience with the management of turn-key construction projects. Selection criteria (Listed in descending order of importance) are as follows: •Management Personnel: Experience and professional qualifications of General Contractor. Provide name, title, and detail description of job responsibilities, scope of work education, construction experience, years with firm and list of projects completed for all management personnel who will have direct or indirect responsibility over the Project. •Specialized Experience: Demonstrated experience with VRV mechanical systems on at least three (3) projects. •Sustainable Project Experience: Experience with building sustainable designed projects. •Similar Project Experience: Provide project name(s) description, scope of work, original contract sum, final contract sum with explanation, and date of completion for similar projects over $3 million dollars, undertaken by the firm in the last five (5) years. •Past Performance: Past performance is a measure of the degree to which a firm satisfied its customers in the past. Provide reference information for owners and architects for each and every project listed in your response. Information provided shall at least include project name and names of owners and architects, with current address, current telephone and fax numbers, and contact person for each. Our assessment of past performance will be subjective and based mainly on past customer interviews. •Safety Record: Provide three (3) year history of the General Contractor's workers' including subcontractors for mechanical and electrical work. Project Budget: The estimated magnitude of construction of the project is between $2,500,000 and $5,000,000. By June 19, 2015, please email the information requested to: jtyler@jlab.org.
