Model Agreement Solicitation Number: FA8750-15-R-0164 Title: Open System Acquisition Initiative (OSAI) Solicitation Issue Date: 12 June 2015 Proposal Due Date: 14 July 2015 (Noon, Eastern Daylight Time) 1. OVERVIEW (a) The purpose of this announcement is to solicit qualified offerors to submit proposals for the Air Force's Open System Acquisition Initiative (OSAI) (formerly called PlugFest Plus). OSAI is part of the Secretary of the Air Force's Bending the Cost Curve Initiative and aims to enable the Air Force to acquire prototypes at the pace of commercial innovation, from the widest possible pool of prospective suppliers. To achieve this aim, the Government is soliciting lead organizations (hereon referred to as the OT Lead) with the ability to manage competition, award, and administration of Project-Level Agreements with substantial participation from nontraditional defense contractors. (b) The core objective of OSAI is to leverage "PlugFest" events to publicize Government-developed Mission Threads, which will outline the technical objectives for competition. Project-Level Performers will have a period of time (~30-60 days) to prepare their solutions for each Mission Thread and their solutions will then be tested by Government evaluators in a Government-identified open architecture-based Plug-Test environment. As a result of Government-hosted "Plug Testing," the Government will identify promising prototypes that warrant additional investment and refer those technologies to the OT Lead to obtain proposals with the intent of awarding Project-Level Agreements for further prototype refinement. To provide maximum flexibility, it is anticipated that OSAI will also promote competition for project-level awards through a white paper/proposal process. To assist in the proposal process, it is assumed that four PlugFest/PlugTest cycles will be conducted annually (c) The Government anticipates that OSAI will be awarded as an Other Transaction Agreement for Prototype Projects (OTP), as authorized under Section 845 of Public Law 103-160 (as amended) and Title 10 U.S.C. §2371. The resulting award is expected to be valued at a maximum of $99M, with a performance period of 60 months. (Please note that the Statutory Authority that allows the Air Force to use transactions other than contracts, grants, or cooperative agreements expires 30 September 2018. Should this authority not be extended, the agreement that results from this solicitation will be shortened to correspond with the expiration of the authority.) The OTP will be awarded on a Firm Fixed Price basis, in increments, up to a total of $99M, with pricing based on the outcome of project-level competitions and individual project-level agreements. Despite the Firm Fixed Price nature of the Agreement, the successful Offeror will need to identify an accounting system that is capable of tracking the receipt of Government funding and resolution of milestone payments. (d) Deliverables are expected to consist nearly entirely of prototypes (software, hardware, and/or technical documentation). Periodic reports will be required for the overall program. 2. LIMITATIONS OF OTP AUTHORITY (a) Project-Level Awards issued under the resulting Other Transaction for Prototype Agreement must be limited to prototype projects that are directly relevant to enhancing military capabilities, and involve either: (1) significant participation from one or more nontraditional defense contractors; or (2) greater than one-third of the cost of the project being born by non-federal sources. (b) For purposes of these limitations, the following definitions apply: Prototype - A prototype is a physical or virtual model used to evaluate the technical or manufacturing feasibility or military utility of a technology, process, concept, end item, or system. It may be weapon systems, subsystems, components, or technology. "Directly relevant to enhancing military capabilities" - means development that enhances mission effectiveness of military personnel and supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or improvement of platforms, systems, components, or materials in use by the Armed Forces. Nontraditional Defense Contractor - is any entity that is not currently performing and has not performed for at least 1 year preceding solicitation of this Agreement any contract or subcontract subject to full Cost Accounting Standards coverage, or any other contract >$500,000 under which the contractor is required to submit certified cost or pricing data. Significant Participation - in its role as a prime Recipient, Project-Level Performer, or lower tier project performer or "intra-company" business unit, one or more nontraditional defense contractors must be involved to a "significant extent." Significant participation is defined as supplying new key technology or products; accomplishing a significant amount of the effort; causing a material reduction in the cost or schedule and/or causing an increase in the performance of the work effort. 3.
