- SF312 Classified Information Nondisclosure Agreement NDA for Unclassified GFI 1.0 Description The Naval Air Systems Command (NAVAIR) in support of the V-22 Joint Program Office (PMA-275) is seeking information from industry on alternate Infrared Radiation Suppressor (IRS) capabilities to suppress Infrared Radiation (IR) signature on all V-22 aircraft. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement. 2.0 Background PMA-275 is soliciting information on industry's capability to provide alternate IRS capabilities to suppress IR signature on all V-22 aircraft. The IRS should integrate with all V-22 variants with minimal impact to the existing mission systems, air vehicle, or operational capability. The information provided by industry should address the feasibility for incorporation into the V-22 production line as well as retrofit incorporation into fielded V-22 aircraft. Experience in infrared signature reduction of engine exhaust is required. Paragraph 4 herein provides the response and submittal instructions. 3.0 Requested Information Following Letter of Intent (LOI) and authorization to receive Government Furnished Information (GFI), NAVAIR expects to receive from each respondent a capability summary, which contains a detailed description of the IRS product and supporting technical data. The IRS capability summary shall be written from a system solution perspective showing how the IRS will satisfy the requirements of SD-572 Detail Specification for V-22. The SD-572 and other supporting GFI shall be provided to interested sources upon authorization (See Paragraph 4). Each capability summary should include at minimum: 1. Description of the IRS 2. End product physical and performance technical data 3. How the IRS meets the performance requirements stated in the GFI package (See Paragraph 4) 4. Reliability and maintainability characteristics 5. Integration/interface methodology 6. Design provisions to support incremental upgrades 7. Technology insertion opportunities 8. An assessment of the Technology Readiness Level (TRL) of the proposed product to include key subsystems and a description of the Manufacturing Readiness Level (MRL) 9. Options for life-cycle sustainment support utilizing existing commercial and/or Government (Department of Defense (DOD)) infrastructure. 10. Rough Order of Magnitude (ROM) Costs for design, development, and kit. 4.0 Responses Data Markings. In order to complete its review, NAVAIR must be able to share a respondent's information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data-Noncommercial Items (FEB 2014). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions (both the Letter of Intent (LOI) and the full response) must include a statement which clearly allows for the information to be disclosed with covered Government support contractors. International Traffic in Arms Regulations (ITAR). If the respondent is a foreign concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required. Letter of Intent (LOI). Responding parties must submit an unclassified LOI, not to exceed six single-spaced pages to Mr. Steven Preston (steven.j.preston@navy.mil) no later than 5:00 PM Eastern Daylight Time (EDT) June 26, 2015. The LOI shall include the following information to verify credentials (do not submit classified information): 1. An UNCLASSIFIED description of IRS solution. 2. CAGE code and Classified Mailing Address 3. Point of Contact (POC) cleared to receive the classified portion of the GFI with either a Social Security Number or a Common Access Card (CAC) Electronic Data Interchange Personal Identifier (EDIPI) number 4. POC and mailing address to receive the unclassified portion of the GFI 5. POC to receive additional information or clarification 6. POC to permit NAVAIR to obtain additional data to support analysis 7. POC for non-disclosure agreements (NDA) 8. Signed GFI NDA 9. Blank Copies of Respondent's NDA to give to an NDA Negotiation POC if that is so desired (see Paragraph 4.0 Data Markings for more details). 10. Describe your company's ability to manage and secure up to SECRET information. Record of Receipt. Responding parties must submit a record of receipt of the classified information, which will be provided inside the classified portion of the GFI package (second package), to Mr. Steven Preston (steven.j.preston@navy.mil) by 5:00 PM EDT July 10, 2015. Full Response Submissions.
