- The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice for a variety of projects and at various locations, West Point, NY and Joint Base -McGuire/ Dix/ Lakehurst, NJ, to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms serviced by SBA New Jersey, New York, Connecticut, Massachusettes and Pennsylvania district offices, HUB Zone or Service-Disabled Veteran Owned Small Business, or all small business firms having the experience, capability and bonding capacity for some of the following effort(s): Tronsrue Markmanship Center Renovations, Bldg. 665, West Point, NY Constitution Island/Warner House Upgrade, West Point, NY Washington Hall Food Court Renovations, Bldg. 745, West Point, NY HVAC Renovations CPAC/Finance/Housing /Trans, Bldg. 626, West Point, NY HVAC Replacement & Roof Repair, PX Complex Bldg. 1204, West Point, NY HVAC Upgrade, Bldg 624 West Point, NY First Cadet Club Renovations, Bldg 635, West Point, NY Repair Electrical Distribution System, 194 & 195 Area, Bldg 15 & Main Base Areas, Joint Base-MDL, NJ Renovate Lakehurst Community Activity Center, Bldg. 484, Joint Base-MDL, NJ Repair Auto Hobby Shop, Bldg. 2415, Joint Base-MDL, NJ Responses to this sources sought will be used by the Government, for market analysis only, to make appropriate acquisition decisions; such as, use of a small business set aside or full and open competition. These projects are planned for advertisement in July 2015 and award in September 2015. If qualified firms do not respond to this Sources Sought Notice the projects may be opened to full and open competition. Contract durations will be individually specified in each solicitation and in the contract documents. The North American Industry Classification System (NAICS) code is 236220 - Commercial & Institutional Building Construction for the renovations and general construction work. NAICS Code 238220 - Plumbing, Heating and Air Conditioning Contractors may be specified for the HVAC work and NAICS Code 238210-Electrical Contractors & Other Wiring Installation Contractors may be specified for the Electrical Repair work. The SBA size standard is $36.5 million in average annual receipts. The estimated construction cost for each individual project is between $1,000,000 and $5,000,000. The concern will perform at least fifteen (15%) percent of the cost of the contract, not including the cost of materials, with its own employees. Responses should include the following: 1. Identification and verification of the company as an SBA certified 8(a) firm by SBA New Jersey, New York, Connecticut or Pennsylvania district offices, HUB Zone, Service-Disabled Veteran Owned Small Business, or Small Business for either of the three NAICS Codes listed previously. 2. CAGE Code and/or DUNS Number 3. Responders shall describe relevant past experience with at least two (2) and no more than four (4) projects, similar projects to any of the proposed projects listed previously, completed within the last five years. Completed projects are defined as the date the projects were turned over to the owner. Contractor shall specify which projects they are qualifying for; the HVAC, the general renovations or the electrical distribution work. Similar projects are these: (1) past HVAC repairs, replacements or renovations; (2) General Construction renovations to interior facilities where the interior configurations were changed or upgraded or interior utilities, lighting, power or plumbing was upgraded or repaired, and lastly similar projects for (3) electrical distribution are past projects working on underground ductbanks, manholes, pad mounted transformers, switchgear and/or substation electrical work. 4. The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amounts listed above in magnitude. 5. The interested contractor shall provide a statement verifying that 15% of the work will be self performed including a description of the work that may be self performed. All interested businesses should submit their responses in writing by mail or package delivery service. The due date for responses is 25 June 2015, 02:00 PM EST.
