- SOURCES SOUGHT ANNOUNCEMENT Ordnance Assessment Testing This is a Sources Sought Announcement and neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this sources sought. The U.S. Government is not obligated to notify respondents of the results of this sources sought. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this sources sought. Any information submitted by respondents to this announcement is strictly voluntary. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is seeking potential sources to provide test support in order to evaluate the performance and reliability of the DODIC MJ19 Canopy Remover Cartridge. The purpose of this ordnance assessment ( OA) testing is to determine the degradation of performance characteristics of the Canopy Remover Cartridges and if they are attributable to in-service environment and age, assess the units' safety reliability, and determine if a service life increase is feasible. This will entail performing non-destructive tests and ballistic/functional tests and providing data sheets in addition to testing summaries to the Government. The provided results will be compared directly with lot acceptance test (LAT) data to ascertain the effects of age and service exposure on performance and reliability. All interested sources shall provide a capability statement in response to the requirement described above. Capability statements shall address an offeror's ability to perform the requirement above. Interested sources shall clearly outline those competencies the capability statement is being submitted in support of as page 1 of their submission. Individual capability statements should clearly demonstrate the source's ability to fully meet the requirements specified above. The capability statement shall also include the organization name, cage code, address, and the requirement for which you are submitting a capability statement for. Each capability statement shall address capability, personnel, and past performance for the requirement identified as being capable of providing. Capability statement should be no longer than 20 pages, single-spaced, 12-point font and at a minimum demonstrate the ability to perform the required service.
