Description

1.This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, and is being conducted under FAR Subpart 13; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. 2.The solicitation number is VA249-15-Q-0556 and is issued as a Request For Quotation (RFQ) 3.Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://farsite.hill.af.mil/vffara.htm (FAR) and http://www.va.gov/oal/library/vaar/ (VAAR) 4.This solicitation is issued as a small business set aside. The North American Industry Classification System (NAICS) code is 621511, and the size standard is $32.5M. 5.This requirement consists of gene expression analysis and includes five line items of testing: a.CLIN 1: Standard Sequencing (VPR); 400 tests b.CLIN 2: Sequencing Difficult To Sequence, Complex, Secondary Structure; 50 tests c.CLIN 3: LC480 384-Well Plates or Equal; 10 tests d.CLIN 4: LC480 96-Well Plates or Equal; 10 tests e.CLIN 5: LC480 or Equal Real Time PCR, Instrument Machine Time; 20 occurrences NOTE: Offerors submitting quotations on Equal items shall provide the Manufacturer's Name, Brand and Part Number, and technical specifications for each item. 6.Test results must be returned the following day by 3pmC if the samples are ready for testing/pick up by 3:30pmC. Each test result will include a Quality control report. Samples will be collected from the Memphis VAMC Research and Development Department, 1030 Jefferson Ave, Memphis, TN 38104 7.To be technically acceptable the products quoted shall be Brand Name or Equal to LC480 testing results and capability. 8.Period of Performance.
