Description
BEP-061015-NOI NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Off-site Destruction of Mutilated Currency and Official Documents The Bureau of Engraving and Printing (BEP) Destruction Certification Branch (DCB) in Washington DC intends to award a sole source (as prescribed in FAR 13.106-1) to Covanta Energy Inc., 9898 Furnace Road Lorton, VA 22079 for destruction of securities of critical value. The sole source procurement is for services to destroy Category II and Category III securities to include mutilated currency and official documents (Mutts). The BEP requires an off-site facility within fifty miles (one way) from the BEP to destroy approximately 5.6 million Mutts (196 tons) utilizing an industrial strength shredder. For Mutts to be considered destroyed Mutts must be destroyed in accordance with BEP standards, which states: destroy, destroyed, destruction, conclusive destruction, and conclusively destroyed are synonymous and mean absolute reduction of the referenced materials by incineration to ash. This definition includes materials, destroyed by a disintegrator, where the resultant disintegrated particle size IS NOT greater than three-eighths inch long by one-eight inch wide, and thereby has been reduced to zero security significance as determined by the U.S. Department of the Treasury. This definition shall permit consideration of destruction processes, other than incineration, which are just as effective and may result in cost savings to the U. S. Government. The BEP requires a secure area facility with the capability to destroy 10 tons of mutts in four hours, transportation, loading and unloading, video confirmation and conclusive destruction of Mutts. The North American Industry Classification System (NAICS) for this requirement is 561990 and the size standard is $11.0 million dollars. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 4:00 PM, Eastern Standard Time, June 17, 2015. This notice of intent is not a request for competitive proposals or a solicitation of offers. The Government will not be responsible for any costs incurred by responding to this notice.
